Clinical Service Manager Position Summary and Details 

  • Position Summary: The Clinical Services Manager is responsible for the operational, clinical oversight of all licensed and certified clinical services staff; includes:  implementation and ongoing assessment of the hospice plan of care; patient and staff advocacy, productivity, overtime, and caseloads to ensure cost effectiveness as well as appropriateness.  Consistently communicates Hospice of Southern Illinois’ information to direct reports and other clinicians.  Assumes responsibility for the coordination of all clinical aspects of patient care.  Assures consistent, appropriate, and cost-effective care by actively managing patient/family’s needs, payer’s expectations, company policy, compliance, and Hospice of Southern Illinois’ financial objectives.  Consistently promotes ongoing education and evaluation of clinical staff.
  • Pay: $100,220 Annually. Full-Time Salaried Exempt Position.
  • Schedule: 40 Hours Weekly, Monday-Friday 8:30 AM- 5:00 PM with a rotational administrator on-call shift that includes evenings, weekends, and holidays.

Position Requirements

  1. Education
    1. Bachelor Degree in Healthcare field required.
    2. Master’s Degree preferred.
    3. Current Illinois Registered Nursing License required.
  2. Experience
    1. Two (2) years hospice experience preferred.
    2. Two (2) years healthcare management/leadership preferred.
  3. Other Qualifications
    1. Excellent leadership, managerial ability, organizational and interpersonal relationship skills.
    2. CPR certification preferred.
    3. A working knowledge of Medicare hospice regulations is
    4. Reliable means of transportation.
    5. Ability to work with minimum supervision.
    6. Working knowledge of Microsoft Office Products.

 

Physical Requirements: Performs repetitive tasks, exerts up to 50 lbs force occasionally.  Does sedentary work:  prolonged periods of sitting, and exerts up to 10 lbs force occasionally.  Requires physical flexibility of bending at knee and squat-bend.

The Clinical Services Manager manages stress appropriately, makes decisions under pressure, handles multiple priorities, works alone, and manages anger/fear/hostility/violence of other appropriately.  This position requires clarity of vision >20 inches and <20 feet, hears alarms/telephone/tape recorder.

 

Working Conditions: The Clinical Services Manager spends approximately 95% of his/her time in an air-conditioned environment with varying exposure to excessive humidity and noise.  The remaining 5% of his/her time is spent in an automobile or patient home, which may or may not have heat/air conditioning.  The position has potential for exposure to malodorous, infectious body fluids from patients, animal pet hair, allergens in the home environment, and some exposure to noxious smells from cleaning agents, exposure to communicable diseases and traffic.

 

 

Essential Functions of Clinical Services Manager Position 

  1. Demonstrates knowledge of and ensures policies and procedures comply with all the State and Federal regulations.  Serves on Regulatory Compliance Committee (ROC), Quality and Performance Improvement Committee (QAPI), as well as other committees as assigned.
  2. Overall management of clinical services team operations and upholds fiduciary responsibility to ensure efficient resource utilization by the clinical teams, which includes the management of overtime, travel, clinical geographic assignments, durable medical equipment (DME) utilization, entering financial notes and approving contract charges.  Including the recruitment, interview and recommendation of qualified personnel to the Human Resources department.
  3. Attends and participates in committee meetings and adheres to processes to ensure and promote clinical and organizational growth and development as well as the promotion of staff clinical orientation and ongoing educations to all clinical employees.
  4. Compose policies and programs that link to the mission of Hospice of Southern Illinois.
  5. Participates in weekend, holiday, and administrative on-call.  Responsible for ensuring staff is scheduled to meet patient and family care needs 24 hours a day, 7 days a week. Documentation is timely if required to complete any patient visits.
  6. Ensures scheduling of employees is completed in a timely manner.
  7. Participates in the budget development process, education, results monitoring, and performance improvement initiatives.
  8. Openly communicates with staff and schedules regular staff meetings.  Additionally, consistently meets with individual staff on an ongoing basis to address both concerns and to acknowledge exemplary work.
  9. Positively collaborates effectively with internal and external customers.  Able to influence, facilitate conflict management, foster change, encourage collaboration and cooperation, leadership and team.  Delivers clear messages, ensures understanding, listens and response effectively.  Prepares clear, concise, and well-organized written documents and oral presentations.  Facilitates open communication.
  10. Demonstrates the ability to get along with others while being supportive of employee professional and personal development.  Encourages full participation, promotes mutual understanding and cultivates shared responsibility of a group.  Develops with the team an environment of respect, compassion, and trust without losing sight of accountability to quality patient care.  Advocates for patient, families, external customers, staff, and self.
  11. Successfully mediates conflict between individuals and groups; can hammer out tough agreements and settle disputes equitably by ensuring employees adhere to all Hospice of Southern Illinois policies and Standards of Performance.
  12. Analyzes problems by evaluating available information and resources; develop effective, viable solutions to problems which can help drive the department.  Ensures that care and services from staff are provided in a manner consistent with accepted standards of practice and licensure.
  13. Involves the ability to incorporate values and principles that distinguish right from wrong in making decisions and choosing behaviors.  Consistently demonstrates and instills this value amongst the team and other leadership.

  19.   24. Ensures timesheet approvals for accurate and timely payroll process.  Appropriately manages Paid Time Off.  Submits on-line request for time off in a timely manner.
  25. Other duties as assigned.
