Full-Time Director of Compliance
Job Description
Clark College is currently accepting applications for a full-time, administrative Director of Compliance that is responsible for directing and administering the planning, implementation, and operation of the College’s Title IX, Non-Discrimination and Harassment, Bias Based Incident Response, Ethics and Americans with Disabilities Act compliance programs. This position contributes to the mission of the College by ensuring compliance with ethics and anti-discrimination laws by providing training, guidance, policy administration. This position will report to the Vice President of Human Resources and Compliance.

Job Duties and Responsibilities:
• Title IX Coordinator/Administrator
o Manage Title IX process ensuring compliance with TIX and VAWA standards and legislation.
o Lead Title IX team, including develop structure and rapport within team and coordinate initial and ongoing training.
o Receive, evaluate, and assign complaints for outreach and investigation and maintain records.
o Develop and/or facilitate Title IX training and provide guidance to the College community.
• Ensure compliance with Federal and State laws and College policies regarding non-discrimination and anti-harassment
o Develop and provide education, training, and best-practices related to non-discrimination and anti-harassment.
o Conduct investigations into allegations of discrimination and harassment and provide outcomes/recommendation.
o Research and prepare responses to requests for information from regulatory agencies; such as, Washington State Human Rights Commission (HRC), Equal Employment Opportunity Commission (EEOC), Office of Civil Rights (OCR).
• Lead the Bias Based Incident response team to evaluate reported incidents and identify plan for support and response
o Partner with the Office of Diversity, Equity, and Inclusion as point of contact to report bias based incidents to the College and provide support and resources to those impacted.
o Partner with Communications and Marketing to draft communication/reporting bias based incidents to the College community.
• Serve as the College’s ADA Compliance Officer and ensure compliance with Federal and State laws.
o Conduct ADA investigations and provide outcomes/recommendations.
o Work closely with the Director of Disability Support Services and Director of Compensation & Benefits.
• Serve as the College’s Ethics Officer providing leadership and expert advice to ensure the College is in alignment with state ethics regulations.
o Point of contact for ethics questions and reports from faculty and staff.
o Identify and resolve systemic problems and gaps.
• Other areas of responsibility
o Effectively lead and develop a diverse team in area of responsibility.
o Serve on College’s Clery team and as a designated Campus Security Authority (CSA).
o Partner with the Office of Diversity, Equity, and Inclusion and Employee Development to provide and facilitate required and professional development training opportunities.
o Act as a reasonable suspicion and HR designee for Policy 615.000 Drug Free Workplace.
o Perform related duties as assigned.
• Create a safe, bias-free working environment, which engenders respect for differences.
• Provide leadership in accordance with the mission, Core themes, objectives and values established by the college.
Minimum Qualifications:
• Bachelor’s degree in Human Resources, Business, Public Administration, Organizational Development, Industrial-Organizational Psychology, or closely related field from an accredited college or university or equivalent work experience to obtain human resources and/or and compliance expertise.
• Five (5) years of progressively responsible experience working in a Human Resources department in a large, complex organization.
• Two (2) years of supervisory experience successfully leading a culturally diverse team.
• Two (2) years of experience advising managers, supervisors and staff in Human Resource and/or compliance matters such as: Title IX, Title VII, ADA compliance, bias-based incidents, Labor and Employee Relations, Ethics, etc.

• A demonstrated track record contributing to an equitable and ethical organization by addressing and challenging institutional barriers, policies, procedures through an equity lens.
• Demonstrated expertise conducting Title IX investigations and/or investigating employment discrimination complaints.
• Demonstrated success using a powerful sense of empathy to lead difficult conversations, respectfully consider diverse perspectives, and identify principled courses of action.
• Excellent communication skills, judgement, and attention to detail.
• Demonstrated ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
Preferred Qualifications:
• Human Resources Certification (e.g. SPHR, PHR, SHRM SCP or SHRM CP).
• Multilingual
• Experience working in HR in higher education.
• Experience using Advocate or other similar Title IX tracking system.
• Experience using EthicsPoint or other similar ethics reporting system.
• Master’s degree in Human Resources, Business, Public Administration, Organizational Development, Industrial-Organizational Psychology, or closely allied field.
Salary Statement: $81,433 annually
