Job Description
JOB PURPOSE:
This is an administrative position providing support of and managing the development, implementation and evaluation of our benefit programs and workforce relations programs. As a representative of the HR department, this individual will be involved in the transformation efforts that are currently underway to provide outstanding service to the University. This position will provide supervision over professional staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Serve as benefits subject matter expert providing expertise for benefit program strategy, design, policy interpretation and implementation. Interpret and apply federal and state guidelines, regulations and laws appropriately and in a manner that is consistent with University policies and procedures (COBRA, HIPAA, ERISA, FMLA, ACA, ADA, WC, etc.).
Manages vendor relationships and may partner with consultants to identify program and process modifications as necessary.
Serve as a hands-on manager providing oversight of daily work related to retirement programs, audit projects and reconciliations. Perform functional and transactional duties in the benefits area as needed, including system transactions, testing, audits and processing as needed.
Ensures benefit materials are available and properly communicated to employees.
Effectively communicate complex information to faculty, staff and the public regarding benefits and retirement policies.
Conduct retirement counseling and enrollment for participants in the Wyoming Retirement System, TIAA/CREFF and supplemental plans. Participants include all new, current, and retired benefited employees. Maintain retirement plan documents.
Oversee and lead the development and maintenance of employee development programs. Conduct training pertaining to area of specialization.
Ensure compliance with and coordination of related state and federal law. Responsible for submission of required monthly and quarterly reports and premium payments. Oversee Workers’ Compensation, Family and Medical Leave Act, Americans with Disabilities Act and military leave benefits. Make decisions and manage employee absences with respect to these laws, as well as University policies including donated sick leave and long-term disability insurance.
Provides technical advice to department managers and employees regarding the interpretation and implementation of various laws and agreements affecting terms and conditions of employment. Trains and supervises the work of assigned staff in the areas of workforce relations.
Provides managers and supervisors with advice and training in employee relations matters, and in handling supervisory problems and employee grievances; develops and conducts training for managers and supervisors on employee relations matters. Participates in or coordinates with counsel and departments to prepare for and present management position in hearings and arbitration; advocates management position in disputes with employee groups.
Leverage insights to influence all levels of the organization and effectively handling complex workforce situations that could have high organizational impact. Coach and counsel managers and employees on issues related to workplace dynamics. Partner with departments and academic affairs to coach across HR on interventions required for individuals, managers and teams on preventing employee relations issues, effective management of performance cases, giving performance feedback, employee engagement and retention, inclusion, and other topics related to manager effectiveness.
Promote employee Well Being initiatives.
Provide standardized HR departmental Metrics to the AVP of HR and Administration. Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.
SUPPLEMENTAL FUNCTIONS:
Perform special projects, as assigned.
May serve on teams and committees, as assigned.
Travel occasionally to other University sites outside of Laramie; stay current within Employee Relations field by attending conferences and training, as assigned.
Manage and conduct employee satisfaction surveys.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s Degree
Experience: at least 10 years of direct experience
A SPHR certificate is highly desired.
