Job Description
- Summarize project scope and receivable terms of each municipal, private, and public/private agreement through our Cash Management Plan as presented by the Office of the State Controller.
- Estimate revenue generated through agreements for 2023 exceeded $50M.
- Summarize data and determine billable items and amounts for senior NCDOT staff, cities, towns, and private property owners.
- Serve as the primary contact for Powell Bill agreements, reimbursable agreements, bridge Inspections and collateral funds.
- Summarize expenditures for these agreements for billing.
- Comply with State and Federal Regulations while generating and approving funding documents.
- Make modifications and finalize billing items and amounts for all phases of agreement projects with federal and non-federal participation in the NCDOT system (SAP R/3 and or CRM).
- Maximize funding by producing billings on projects with expenditures.
- Create funding documents on individual projects.
- Ensure all funding documents are recorded, obligated, and managed properly to prevent over-funding, under-funding or inappropriate use of State funds.
- Maximize receivable potential through agreement analysis, enhanced means of obtaining data for billable costs, accurate and timely funding, budgeting, billing functions, and revenue collections.
- Knowledge of government accounting methods, procedures, and financial practices.
- Knowledge of the steps and procedures required to process data through an integrated computer system.
- Demonstrated ability to coordinate with information systems professionals and end users to solve problems impeding or delaying SAP R/3 or CRM functionality.
- Demonstrated ability to interpret and apply complex Federal and State fiscal regulations.
- Demonstrated ability to use accounting judgment and theory to a wide variety of situations not covered by regulations or precedent.
- Bachelors degree in accounting, or a Bachelors degree in business administration, finance, public administration, or related discipline, and 18 semester hours of accounting, and
- 2+ years of accounting/auditing experience in the preparation of interpretive/analytical accounting/financial statements and reports; or
- An equivalent combination of training and experience.
