Job Description
Location: Cardiff, Newcastle and London (Canary Wharf)
Salary: £70,000 – £90,000
£70,000 (National) & £73,500 (London). Up to £90,000 p.a. Standard pay rules apply for existing civil servants. Candidates that are new to the Civil Service and SCS will be expected to start at the band minimum.
Summary:
The Chief Digital and Information Officer group (CDIO) is HMRC’s IT function and has a complex combination of employees of two entities (both civil servants and a government company), contractors and third party suppliers.
With 4,000 people, CDIO Group are a key part of HMRC. As one of the most digital organisations in the UK we are leading the biggest digital transformation in Europe. To support this, we are also transforming how we are structured to become increasingly customer centric.
This significant organisational transition involves changes to our operating model to drive an increased focus on our customers and develop new capabilities. Our task is to continue to deliver high-quality services and technology as they drive this transformation, while providing an outstanding service to our internal and external customers and ensuring a great experience for everyone who interacts with HMRC.
About the role:
Reporting to the Chief Data Officer, you will lead the team responsible for data acquisition and sharing. This includes leading efforts to provide strategic oversight of the data that is brought into HMRC, ensuring it is acquired cost-effectively and used effectively across HMRC. You will lead on the design and implementation of new data acquisition services, including international data exchanges. You will also lead on the development of departmental strategy for data sharing, working with stakeholders to provide a safe, secure and efficient service. You will also lead efforts to provide strategic direction to these efforts into the next spending review.
Key responsibilities:
• You will lead and set direction for a team of around 100 staff responsible for third party data acquisition and data sharing.
• You will contribute to the senior leadership of the CDO team and HMRC more widely.
• You will contribute data knowledge and experience to drive a data-led culture across HMRC
• You will design, develop and implement a strategic approach to data sharing for HMRC.
• You will lead cross departmental initiatives on strategic use of HMRC data.
• You will oversee delivery of the HMRC data sharing service.
• You will develop a strategic approach to acquisition of third party data into HMRC
• You will operate and run a data acquisition service for HMRC ensuring wide-spread
• You will represent HMRC on cross departmental and international forums on data sharing.
• You will create a broad network of data experts across HMRC and government to embed an approach to data efficient exploitation of common data.
• You prioritise and manage the programme of work to ensure resources are efficiently deployed.
• Develop and implement a programme of activity to fund, manage and implement new international data exchanges over time.
Person Specification:
As a senior leader in CDIO, you will play a key role in leadership, facilitating change and shape HMRC’s approach to data and its value.
You will also be able to demonstrate:
• A recognised leader in data exploitation with strategic vision and track record of using data to deliver value.
• We are looking for someone that has sound understanding of the policy environment for data sharing, particularly the General Data Protection Regulations.
• You will demonstrate capability to think strategically about third party data needs and strategic exploitation opportunities.
• You will have a track record of designing and implementing programmes of activity to deliver projects to time, quality and budget.
• You will have strong networking skills to identify and implement opportunities across government.
• You’re passionate and confident in both people and thought leadership evidenced by improving team capability and operational performance within a professional analytical setting and across geographical boundaries.
• Skilled and proven in organising and delegating work effectively through a team so that work lands on time.
