Full-Time Deputy Director – Data Governance & Management
Job Description
Location: Cardiff, Newcastle and London (Canary Wharf)
Salary: £70,000 – £90,000
£70,000 (National) & £73,500 (London). Up to £90,000 p.a. Standard pay rules apply for existing civil servants. Candidates that are new to the Civil Service and SCS will be expected to start at the band minimum.
Summary:
The Chief Digital and Information Officer group (CDIO) is HMRC’s IT function and has a complex combination of employees of two entities (both civil servants and a government company), contractors and third party suppliers.
With 4,000 people, CDIO Group are a key part of HMRC. As one of the most digital organisations in the UK we are leading the biggest digital transformation in Europe. To support this, we are also transforming how we are structured to become increasingly customer centric.
This significant organisational transition involves changes to our operating model to drive an increased focus on our customers and develop new capabilities. About the role:
The leader of this team, working with the Chief Data Officer will lead a team developing a robust data science capability, building a data studio approach to data-led innovation and driving value from data across HMRC.
Key responsibilities:
• You will design and deliver HMRC’s data strategy.
• You will manage the HMRC Data Governance Board, maintaining coherence, control and delivery against the data strategy.
• You will build and develop strategic networks both inside and outside HMRC to develop the data strategy and influence data strategy across governance.
• You will own the HMRC data model and architecture.
• You will design and implement policies for data and information management in HMRC.
• You will lead boards for implementing sound data governance and management across HMRC.
• You will lead work to enhance data capability across HMRC ensuring more efficient and effective exploitation of data and information.
• You will manage strategic programmes to deliver the HMRC’s data strategy.
• You will influence Chief Information Officers and transformation programmes to ensure the data strategy is implemented.
Person Specification:
As a senior leader in CDIO, you will play a key role in leadership, facilitating change and shape HMRC’s approach to data and its value.
You will also be able to demonstrate:
• We need a recognised data leader with a track record of innovative and strategic thinking to build data capability across large organisations.
• You will have experience of embedding robust data governance across complex organisations
• You will have sound knowledge of data management regulations and best practice.
• A track record of implementing data models, standards and architecture into a complex organisation will be necessary.
• We are looking for someone with sound knowledge of the data landscape across government and industry best practice
• You’re passionate and confident in both people and thought leadership evidenced by improving team capability and operational performance within a professional analytical setting and across geographical boundaries.
• You have experience of designing and implementing programmes of activity to improve organisational confidence and competence to use data to inform decision-making and operational efficiency.
• Expertise in managing senior stakeholders is critical to success in this role.
• Excellent communication and influencing skills are vital to ensure successful delivery of this wide range of work.
• We are looking for someone who has a strong track record of innovation and creativity, building effective partnerships across boundaries, and strong communication and influencing skills.
• Experience of working in the data governance field is highly desirable, those with strong strategic capability and an understanding of analysis are also encouraged to apply.
