Job Description

We are looking for an experienced Construction Manager for an overseas construction project in Budapest, Hungary. The Construction Manager will work closely with the Project Director (PD) and the Office of Building Operations (OBO) staff to ensure the successful completion of the project on time, within scope, and on budget. This role offers a unique opportunity to oversee large-scale construction operations while maintaining high standards for safety, quality, and project execution. The ideal candidate will have a strong background in construction management, project leadership, and a commitment to meeting international building codes and safety regulations.

Responsibilities

  • Coordinate with the Project Director (PD) or OBO Construction Management team to lead and guide OBO project staff.
  • Implement safety and accident prevention plans, monitor safety issues, and coordinate with the contractor, Post Occupational Safety and Health Officer (POSHO), and CM’s Safety Officer to ensure compliance with US Corps of Engineers and host country standards.
  • Manage and coordinate OBO CM project contractors to ensure work meets quality, schedule, cost, and contract standards.
  • Interpret and explain contract terms to staff, contractors, and vendors; clarify that only the Contracting Officer can authorize changes.
  • Verify that project contractors have obtained required licenses and permits before work begins and ensure copies are filed appropriately.
  • Conduct quality control inspections, review the International Building Code and job specifications, and ensure contractor compliance with quality assurance inspections and field/lab tests.
  • Resolve construction issues by collaborating with contractors, clients, and design professionals to find effective solutions.
  • Review contractor submittals, track timelines, and determine which reviews are needed from OBO staff, the OBO Design Engineer, or A/E services.
  • Evaluate proposed substitutions and assess contractor change order requests, preparing Statements of Work and related documentation as needed.
  • Review contractor monthly pay requests to confirm work completion, maintain detailed daily project logs, and prepare/distribute monthly project reports, including progress photos.

 

Qualifications

  • Bachelor’s degree in Construction Management or related field (Mechanical, Electrical, Architecture, or Civil Engineering degrees may be considered with relevant experience).
  • Minimum of 7 years managing large-scale construction projects similar in scope and value.
  • Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of proposal.
  • Professional Engineering, Registered Architect, or Certified Construction Manager certification preferred.
  • Proven understanding of international building codes, quality control, and safety standards.
  • Strong communication skills with the ability to resolve complex project issues effectively.
  • Ability to coordinate and communicate effectively with all project stakeholders, including the COR and local engineering staff.
  • Willingness to travel or work onsite as required, adhering to Department of State guidelines.
  • Knowledge of Construction Safety regulations, such as EM 385-1-1, OSHA, etc.
  • Proficiency in Microsoft Suite (PowerPoint, Excel, and Word).
