Job Description:

The Campus Operations/Readiness and Planning Director is directly accountable to the Executive Director of Facilities and is responsible for (1) leading College emergency response preparedness and facilities compliance and (2) overseeing student housing matters. This Director position shall coordinate with the Chief of Police for emergency operations planning matters. This Director position shall also coordinate with the Chief Student Success Officer regarding housing matters relevant to Student Services. The Director is responsible for the following duties and responsibilities:

  • Emergency Preparation: This position will lead and as needed, collaborate with the Campus Police on the following.
    • Remains knowledgeable of and connected to relevant information sources regarding potential for emergencies and natural disasters in the area and proactively offers hazard prevention methods. Surveys the workplace to evaluate accident risks.
    • Establishes and maintains a College business continuity plan that is scalable to each of the College’s departments and business units. Establishes and maintains a comprehensive emergency management plan that is scalable to each of the College’s campuses. Crafting policies and procedures to help mitigate emergencies and disasters and empower employees, volunteers, and others to respond appropriately. This includes creating and/or working with qualified vendors to create evacuation maps; managing emergency response budgets; and providing guidelines for common emergency situations.
    • Develops and/or works with appropriate vendors to create and offer safety training, leading professional development opportunities, writing training manuals, and demonstrating the proper use of safety equipment to train staff to respond when disasters strike. Establishes, maintains, and updates a College-wide multi-year training and exercise plan in collaboration with stakeholders and in compliance with the tenants of the Homeland Security Exercise and Evaluation Program. Plans and assists in the execution of college/campus-based emergency management drills and exercises. Plans, leads, and participates in exercises in accordance with established multi-year training and exercise plan. Facilitates campus-based emergency management exercises.
    • Maintains a current working library of the National Fire Protection Agency (NFPA) codes.
    • Coordinates required fire alarm and other functional tests and assists with practice drills and evacuations.
    • Reviews all fire and safety systems with the authorized inspectors to ensure compliant and safe systems.
    • Conducts independent fire inspections to ensure fire and life safety code compliance.
    • Leads and coordinates compliance-related investigations as needed, maintaining objectivity, and ensuring a fair and thorough process.
    • Develops and implements strategies to ensure the institution’s compliance with all applicable federal, state, and local regulations.
    • Performs regular fire and safety inspections of all college campuses and facilities, in conjunction with contracted service providers and internal staff, to ensure compliance of all federal, state, and local requirements are met.
    • Facilities preparedness: Tasked with organizing and stockpiling emergency supplies and ensuring they are accessible as needed within a facility. Facility management can include any provisions to prepare a building or structure for emergencies such as structural input and access controls. Take leadership in identifying and recommending solutions to facilities safety hazards and ADA compliance matters.
  • Emergency Response
    • Providing leadership: Tasked with providing on-site leadership during emergencies and coordinating relief efforts. This often includes communicating with first responders, meeting with public officials and securing relief funding for government agencies.
    • Assist in continuing of operations: Assists and advises campus leadership during campus-based emergencies or continuity interruptions. Serves to coordinate response and recovery efforts for the College following a disaster.
    • Manage emergency communications: Responsible for maintaining the College’s emergency notification system that is both compliant with the requirements of the Clery Act and mass notification best practices.
  • Student Housing Responsibilities: This position serves as the point of contact during business and after hours for all student housing matters that are not managed directly by Raider Village Management.
    • Serves as the primary campus liaison for housing matters with Raider Village Management and ensures effective communication between the housing management firm, college, and residents.
    • Anticipate issues in housing and alert the appropriate Raider Village and College staff.
    • Resolve non-criminal student housing matters, involving and communicating effectively with the relevant Raider Village Management and College employees (e.g., Title IX, Student Services, Business Office, Facilities, Athletics).
    • Responsible for addressing residential policies and reports violations, campus issues and/or student concerns. Ensures staff and residents adherence to all policies and procedures as defined in the Student Housing Guide, RA Handbook, Housing Contract, and the Student Code of Conduct, as well as all College operating procedures.
    • Maintains visibility in the residence facility.
    • Works with the third-party housing management firm and/or NWFSC facilities team to ensure all maintenance needs are reported and addressed.
    • Responsible for the development and maintenance of the Student Housing Guide, RA Handbook, any updates to the student lease as proposed by Raider Village.
    • Takes a lead role in the promotion of student welfare and personal safety through familiarization with all life safety equipment, conducting scheduled monthly health and safety checks, reporting all safety hazards to appropriate personnel, and attending health and safety procedure trainings. Assists in the handling of emergency situations (i.e., fire, health, safety).
  • Student Services
    • Selects and trains Resident Assistants; conducts semester and annual feedback and evaluation of Resident Assistants; provides oversight and training of Resident Assistants; remains in regular contact with the Resident Assistants; monitors, schedules, and maintains on-call duty rotation for self and Resident Assistants.
    • Supports Resident Assistants in resolving roommate conflicts and ensures such conflicts are resolved promptly.
    • Establishes student activities and programming schedule in coordination with the Resident Assistants. These activities and programs shall encourage community among the students living in Raider Village, inform residents of important dates or events, and encourage participation in College activities. Responsible for managing all Resident Assistants documentation, which may include, but is not limited to, incident reports, check-in/check-out forms, room inspections, overnight guest forms, programming advertisements, attendance sheets, and activity programming forms.
  • Train and serve as a Title IX investigator and decision-maker; Code of Conduct administrator; and BIT member.
  • Maintain high levels of knowledge and compliance with all College policies and procedures that interact with students living in Raider Village: FERPA, Title IX, Clery, Code of Conduct, Academic Integrity, accommodations, etc.
  • Knowledge of and proficiency in ALICE training and ability to coordinate Collegewide ALICE trainings
  • Serve as the college Environmental Health and Safety Officer.
  • Supervises, assigns, and coordinates work of others (including external contractors), to ensure all safety systems and procedures are working and relevant.
  • Other duties as assigned.
  • As a part of the College’s risk management tool annual mandatory compliance training is required.

Requirements:

  • Bachelor’s degree from a regionally accredited institution plus 4-6 years of relevant work experience; prior housing experience a plus.
  • Strong interpersonal communication skills and the ability to work effectively with many constituencies.
  • Must have possession of or the ability to obtain national or state certification in emergency management.
  • Strong knowledge of College procedure and student support programs and services.
  • Must be able to work a flexible schedule to include on-call hours, evenings, weekend, holiday, and college break hours, as necessary.
  • Ability to remain calm in emergency situations.
  • Must possess comprehensive administrative skills, excellent customer service, scheduling, and record-keeping skills.
  • Strong interpersonal and organizational skills.
