Job Description
The City of Worcester seeks qualified applicants for the position of Worcester Job Funds Program Assistant (Staff Assistant I) for the MassHire Central Region Workforce Investment Board (MCRWB) within the Executive Office of Economic Development. Under the direction of the Workforce Jobs Fund (WJF) Director, the position is responsible for the implementation of the tasks associated with the WJF project, including job seeker recruitment, case management, and program support in response to the priorities set forth by the WJF Oversight Committee and the WJF Program Director. The Program Assistant is responsible for attending meetings and job site visits in the local area. This position will represent the WJF and its programs with residents and assist with program design and implementation.

ESSENTIAL ELEMENTS:
- Perform outreach activities with local community partners to recruit local candidates for job training programs and employment opportunities
- Complete in-take application forms with interested candidates
- Provide case management services to WJF clients, including regular communication to ensure successful program outcomes
- Enter and maintain accurate, organized case files and participant data
- Support the Program Director with other program related tasks as assigned
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Computer proficiency including Microsoft Office Suite (Word, Outlook, Excel)
- Knowledge of local community resources including both government and non-government agencies
- Experience with motivational coaching
- Ability to work independently and as part of a team.
- Ability to provide case management to program participants from diverse cultural, socioeconomic backgrounds, and abilities
- Ability to effectively provide guidance to individuals with barriers to employment
- Ability to research, problem solve, and collect required documentation
- Ability to interact with colleagues from the MCRWB, staff from the one-stop career center, counterparts from community groups, public agencies, and the public
- Ability to interpret and follow local, state, and federal regulations
- Ability to operate standard office equipment
- Ability to manage details and prioritize tasks appropriately
- Ability to be discrete and maintain confidentiality
- Ability to form strong relationships with program participants and community partners
- Ability to work flexible hours, including nights and weekends
- Ability and willingness to learn in a changing and fast paced work environment
- Strong verbal and written communication skills
- Strong organizational skills with ability to document case notes, client services, and outreach activities
- Technologically proficient in internet searches, online platforms such as Zoom, WebEx, Teams, Google Suite, and programs within the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
- Excellent customer service skills
MINIMUM REQUIREMENTS:
- Associate’s degree in Business/Public Administration, Social Services, Human Services, or related field
- Experience with community outreach and/or case management.
- An equivalent combination of education, training and three 3 years of workforce related program experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above-mentioned requirements
- Proficient with Microsoft Office Suite.
- Excellent communication skills.
- Valid Driver’s License and access to reliable transportation.
PREFERRED QUALIFICATIONS:
- Four (4) years of experience with workforce development.
- Two (2) years of experience working with community-based resources, referral networks, and/or public/private assistance programs.
- Two (2) years of experience performing case management.
- Two (2) years of experience in project management/program management.
STARTING SALARY: $26.02 – $31.38 hourly, full-time, with an excellent benefits package.
