Location

 

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work 3 days per week on site at Denver International Airport, 8500 Pena Blvd. Denver, CO 80249. Employees must work within the state of Colorado on their off-site days.

Denver International Airport (DEN) is an enterprise fund (business-type-activity) of the City and County of Denver and operates on a full-accrual basis.  DEN reports in compliance with Generally Accepted Accounting Principles (GAAP) under the Governmental Accounting Standards Board (GASB).

 

We are seeking a Financial Manager – Capital Assets, Project Accounting & Grants to join the Accounting Team. The position will primarily oversee the capital asset, project accounting, and grant accounting functions at DEN. As a Financial Manager, you will interact with both internal and external customers, as well as other agencies throughout the City and County of Denver. Your work will support the DEN Accounting department as the Airport experiences substantial growth in the coming years. The ideal candidate appreciates the team dynamic with a collaborative style, is detail oriented, and is willing to jump in as a working manager to improve processes and procedures and to solve accounting issues. A functional knowledge of applicable and emerging GASB standards is preferred, as well as background in a fast paced, complex organization.

 

Key Responsibilities:

  • Manage the DEN capital asset function, including working with the Supervisor and accountants on this team. This includes period close coordination, calculating estimates, recording accruals, reconciling balance sheet accounts, posting and/or approving journal entries, and communicating financial results to leadership
  • Manage the project accounting function, including working with the Project Accountant(s) to analyze debt issuances, track the use of bond proceeds on capital projects, and reconcile activity to ensure proper use of funds in compliance with the intent of the issuance (AMT, Non-AMT, Taxable, etc.)
  • Manage the grant accounting function, including working with the Project Accountant(s) on the reimbursement process, grant reconciliations, and SEFA preparation and review
  • Maintain proper documentation and coordinate and respond to IRS audit inquiries over various bond issuances
  • Support periodic reporting activities, including quarterly and annual financial reporting. Work with external auditors in support of the airport annual financial statement audit, specifically related to capital assets
  • Manage Single Audit correspondence with the external auditors over the Airport Improvement Program (AIP). Including, but not limited to, audit communication, workpaper preparation, inventory observations, and responding to audit inquiries
  • Work with the Director of Accounting and Senior Vice President of Accounting to ensure that all activities related to the accounting cycle are complete and accurate.  This includes period close coordination, calculating estimates, and recording accruals, reconciling balance sheet accounts, posting adjusting entries, and communicating financial results to leadership
  • Develop, update, and maintain procedural documents for capital assets, project accounting, and grant accounting
  • Collaborate with other departments at DEN, such as Budget and Fiscal Policy. This also includes interacting and meeting with City and County of Denver Controller’s Office personnel on accounting matters, period close, Government Accounting Standards Board (GASB) pronouncements, and other financial reporting requirements
  • Develop and communicate team goals to ensure all members of the team understand performance expectations and are aligned with continuous improvement and innovation.

 

What You’ll Bring 

 

We are looking for candidates for some or all the following skills and experience:

  • Minimum of five years of accounting/finance experience, preferably in capital asset, project accounting, and/or grant reporting activities
  • Experience using Excel, Power BI, and other data tools to simplify and maximize information reporting (pivot tables, filters, complex formulas, etc.)
  • Experience using Workday or another advanced ERP solution
  • Excellent communication and leadership skills, collaborative team management style, detail oriented, organized, and results driven
  • Experience drafting an ACFR and implementing GASB pronouncements
  • Experience with an airport is a plus
  • External or Internal audit experience is a plus
  • Certified Public Accountant (active license) preferred. Certified Government Financial Manager or Certified Public Financial Officer will also be considered

 

Required Minimum Qualifications

  • Education requirement: Bachelor’s Degree in Accounting, Finance, Economics, Business Administration, or a related field
  • Experience Requirement: Three (3) years of full performance, professional level experience overseeing and administering functional or operational aspects of fiscal business operations
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education
