Minimum Qualifications of Education and Experience

Expected starting salary is $41.54 to $55.47.  Full salary range is $41.54 – $69.39.

Bachelor’s degree from an accredited college or university and four (4) years of full time, paid experience in a similar position as listed in the work functions.

OR

Master’s degree from an accredited college or university and three (3) years of full time, paid experience in a similar position as listed in the work functions.

OR

Combination of education and experience equivalent to eight (8) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under the general supervision, supervises staff in assigned programs and division. Establishes procedures to monitor the status of programs; monitors, reviews and evaluates program standards to ensure program goals are met; trains and orientates new staff; interviews clients pertaining to cases involving difficult situations and performs related work as required.

Examples of Work

  • Manages public assistance and child support programs by monitoring, interpreting and implementing legislative changes and federal and state policy and procedure. Provides consultation and oversight for eligibility, training, program integrity and workflow processes
  • Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer
  • Monitors program performance, identifies objectives and ensures compliance standards are met
  • Oversees the implementation of improvements and efficiencies to programs and services to better serve the residents of Olmsted County and resolves client complaints
  • Represents the Family Support and Assistance department and attends board meetings, agency committees or other committees as assigned by the Director
  • Assists with the development and monitoring of annual budgets including contracts and grants, staffing needs and training expenses. Approves exceptions to public assistance payments
  • Assists with the development and oversight of contractual agreements
  • Performs related duties as assigned

Knowledge, Skills and Abilities Required

  • Considerable knowledge of the principles, techniques and practices of the area of assignment, i.e.- social work, probation, nursing, child support, or human service program eligibility
  • Considerable knowledge of the federal program for social services as expressed in the Social Security Act
  • Considerable knowledge of the functions of other social services and financial agencies
  • Considerable knowledge of the principles, techniques and practices of publc assistance and child support programs
  • Thorough knowledge of state social services programs
  • Thorough knowledge of federal and state public assistance and child support program administration
  • Knowledge of social and economic problems including social determinants and economic barriers
  • Knowledge of the laws relevant to social service and public assistance programs
  • Knowledge of basic project management principles
  • Knowledge of the principles of supervision and leadership
  • Skill in analytical thinking, problem solving and systems thinking
  • Skill in teamwork and interpersonal interaction
  • Skill in the use of computers and technology
  • Ability to supervise, evaluate performance and foster professional development in others
  • Ability to effectively organize and prioritize workload
  • Ability to establish and maintain effective working relationships with others
  • Ability to analyze process functions, develop effective solutions and manage implementation of changes
  • Ability to work in a team-oriented, collaborative environment
  • Ability to communicate effectively, both verbally and in writing, using various formats
