Position: Staff Attorney, Regulatory Assistance for Abortion Providers (“RAAP Staff Attorney”)
Location: Remote/Virtual
Status: Full Time; Exempt
Reports To: Director, Regulatory Assistance for Abortion Providers
Salary Range: $122,000 – $165,000

Regulatory Assistance for Abortion Providers (RAAP)

RAAP was established in November of 2018 to provide pro bono legal compliance assistance to abortion providers in the United States. RAAP grew out of an awareness that state and federal laws have been, and continue to be, used as tools to prevent people from accessing abortion services by burdening abortion facilities with regulations to the point where they struggle or are unable to provide abortion services, or are discouraged or prevented from offering new or additional services. RAAP was created to help prevent these harms to patient access by supporting abortion providers in their efforts to comply with the myriad of laws and regulations that apply to the provision of abortion services.

RAAP’s work includes providing legal compliance assistance to abortion providers regarding new and existing restrictions, expansion or modification of services, support related to inspections, and analysis of potential changes in the legal and regulatory landscape in light of the uncertainty surrounding ongoing legal protection for abortion access. RAAP does not participate in litigation or represent abortion providers before administrative agencies or other tribunals.

RAAP currently has 3 attorneys—the Director and 2 staff attorneys. Although we are still relatively new, we are already working with abortion providers across the country on a variety of issues.

RAAP is a division of Resources for Abortion Delivery (RAD), which seeks to protect and improve access to quality abortion care in the United States, particularly for people with low-incomes and other marginalized populations, by providing financial and technical support, strategic thinking, and information to the independent abortion provider sector.

Position Summary

The RAAP Staff Attorney will report to the RAAP Director. The RAAP Staff Attorney will supervise and/or work alongside other RAAP attorneys and staff. The position is intended for an experienced attorney to join our rapidly-growing team, providing complex legal analysis for clients with a high level of efficiency and autonomy.

RAAP is a remote team, and the RAAP Staff Attorney may be located anywhere in the contiguous United States.

Responsibilities of the RAAP Staff Attorney include:

● Performing complex legal analysis of state laws and regulations, with a focus on the interplay of multiple state regulatory schemes on the provision of services; work will emphasize compliance issues that providers may face in light of changes on the U.S. Supreme Court
● Spearheading comprehensive research strategies and collaborative processes that include relationship development and coordination with outside counsel and partner organizations
● Establishing client relationships, communicating with clients, and providing legal information and advice
● Representing RAAP at conferences and presenting on RAAP’s work
● Working with RAAP Director and other RAAP Staff Attorneys to support all aspects of RAAP’s work

Qualifications:

● J.D. required
● Active membership in at least one state bar; membership in multiple jurisdictions is a plus
● 6+ years of post-law-school legal experience, including experience providing direct compliance advice to clients and undertaking complex legal analysis of comprehensive and/or multi-state regulatory schemes; healthcare experience a plus
● Ability to work remotely (will consider reimbursement for as-needed use of coworking spaces on a case-by-case basis)
● Ability to travel throughout the U.S. approximately 8-10 times per year
● Demonstrated experience telecommuting, working virtually, or working with an off-site manager (or comparable work experience that shows an ability to succeed in an off-site work situation)
