We currently have an opening for an Applications Systems Specialist

 

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

DIT-DEQ Division of Water Resources is looking for a Data Specialist to support the management of drinking water data and submitting required compliance data to EPA’s new Drinking Water State-Federal-Tribal Information Exchange System (DW-SFTIES).  Detailed information about the development of this new system along with the Concept of Operations document can be found at https://usepa.servicenowservices.com/sdwisprogram?id=sdwis_modernization_homepage .

The Applications Systems Specialist will be responsible for supporting the Public Water Supply Section with data submissions to EPA’s existing Safe Drinking Water Information System (SDWIS) and managing DEQ’s local installation of SDWIS State.  Duties will include understanding what is needed to successfully transition to DW-SFTIES and preparing the relevant data systems and staff.  This position also includes server administration functions and the deployment and maintenance of 3rd party web applications like Drinking Water Watch.

*This is a Flexible/Hybrid position that will report to on-site in Raleigh, NC two days per week during the first 6 months.

Duties include, but are not limited, to:

  • Conducting business analysis, requirements gathering, and high-level system architecture design, with the ability to clearly communicate these things to the business in layman’s terms
  • Administration and routine maintenance of Oracle database and Windows Tomcat web servers
  • Perform relational data analysis and modeling, database design, querying, and stored procedure development in Oracle; Ability to write SQL and work with PL/SQL
  • Testing and evaluation of new software versions as provided by EPA to ensure they meet the needs of the Public Water Supply Section
  • Understanding the Public Water Supply Section’s portfolio of custom applications and how they relate to drinking water compliance and SDWIS/DW-SFTIES
  • Developing Requirements/Specification documentation for applications
  • Working with a team of developers, database administrators, business analysts and business stakeholders to build systems that improve the efficiency of day-to-day work and integrate well with enterprise-wide systems

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of enterprise database systems, such as Oracle, with the ability to provide administrative functions, write effective queries and develop data views
  • Demonstrated knowledge of service-based architectures, security, and authentication methods
  • Demonstrated ability to develop formatted reports
  • Demonstrated ability to perform database reverse engineering
  • Experience with verbal and written interpersonal communication skills with both technical and non-technical staff

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Experience in modern cloud-based solutions, standards, and best practices specifically targeting the Microsoft Power Platform and Azure cloud services
  • Experience with Crystal Reports and Business Objects, and/or Power BI
  • An interest and willingness to learn about water quality data.

 

Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development
OR
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience
