Full-Time Community Programs Lead

Job Description

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention (HPCDP) section in Portland, OR is recruiting for a Community Programs Team Lead to provide strategic leadership, direction and management for the statewide community programs initiatives in HPCDP.

 

What will you do?
As the Community Programs Team Lead, you will guide implementation of programmatic activities at the state and local levels through statewide and local coalitions and partnerships.

 

In this position, you will:

  • Assign and monitor work of HPCDP community programs team staff to meet program goals and objectives, including training and development.
  • Recommend revisions to agency policy and procedures to increase program effectiveness based on evaluation of impact and reach of programs on target populations.
  • Develop and monitor program budgets by projecting resource needs for the grant programs.
  • Confer with managers, program staff and partners to inform program priorities.
  • Collaborate on complex and large-scale program activities with internal and external partners.
  • Collaborate with team members to problem solve and create solutions while acknowledging and respecting the wisdom of the team.

 

This is a full-time, permanent classified position and is represented by a union.

95% of this work may be conducted remotely. The primary work location for the other 5% is the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232.

 

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

Any combination of experience or education equivalent to seven years experience coordinating or administering a program.

 

Education in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program (Public Health) can provide substation for some required experience.

  • Associate degree will sub for up to 18 months of experience.
  • Bachelor’s degree will sub for up to 3 years of experience.
  • Master’s degree will sub for up to 4 years of experience.
  • Doctorate degree will sub for up to 5 years of experience.

 

Desired Attributes

  • A bachelor’s degree in public health is preferred.
  • Experience with community-based approaches to address the prevention of substance use disorder, chronic diseases and associated risk factors including tobacco use, excessive alcohol use, nutrition insecurity and lack of physical activity.
  • Experience establishing, coordinating, and leading grant program strategy, and monitoring grants and contracts.
  • Knowledge of the principles and practices of policy and systems change.
  • Experience using methods and techniques to engage and lead team members with varied skill sets and foster shared knowledge.
  • Experience monitoring large-scale program budgets.
  • Experience leading teams through coaching, delegation and mentoring to achieve policy and program goals, and conflict resolution.
