Full-Time Director of Streets & Sanitation

Job Description

The City of Worcester seeks qualified applicants for a Director of Streets & Sanitation for the Streets & Sanitation Division within the Department of Public Works & Parks. Under the direction of the Assistant Commissioner of Operations, the position is responsible for the administration of the Division, the direction, coordination, development, and supervision of all full-time, part-time, contract and seasonal employees within Street Operations, Sanitation Operations and Traffic Maintenance. This position oversees all employees engaged in construction, alteration, modification, repair, maintenance and upkeep of City highways, streets, bridges, sidewalks, and other related structures (wall, fence, barrier, and such), the collection and removal of residential solid waste, the snow and ice operations, and will perform other duties as required.

ESSENTIAL ELEMENTS:

  • Responsible for the supervision, direction and administration of streets, sidewalks, bridges and other repair, maintenance and upkeep programs and functions
  • Responsible for the scheduling and staff assignment of the construction, maintenance, and repair of road, sidewalks, and bridges; the resurfacing and patching of roadway and sidewalk pavements
  • Responsible for the scheduling and staff assignment of all street cleaning (including winter sand and fall leaf removal and emergency cleaning after fires and accidents)
  • Responsible for the scheduling and staff assignment of construction of emergency retaining walls, fences, and barriers; the pickup, collection and disposal of household solid wastes, the curbside collection of refuse
  • Make required calculations, determinations and check to ensure that street construction and repair is accomplished with proper street grades and cross-sections, proper layout of street drainage, and proper type and use of materials for roadway and sidewalk foundations, roadway and sidewalk pavements, drainage structures and side slopes all in accordance with construction standards
  • Plan and direct street sweeping program and snow control and removal operations, including plowing, sanding/salting, and snow removal
  • Prepare division budget estimate of annual operating needs and provide supporting data at budget hearings
  • Participate in decisions concerning the purchase of new equipment, prepare specifications for new equipment and make recommendations concerning the purchase of new equipment and abandonment or disposal of obsolete equipment
  • Receive, investigate, follow-up and resolve inquiries and complaints from the general public
  • Review all time, payroll, and cost records for the division. Plan expenditures of funds to keep operations within budget allowance
  • Supervise other related public work functions, including civil disaster cleanup and safety operations, civil defense activities and any function of a public works nature that may be assigned to the DPW&P, such as, but not limited to, construction, operation, maintenance, and repair of municipal infrastructure and facilities
  • Maintain contacts to keep abreast of developments in field or areas of interest or expertise
  • Follow progress of work, check efficiency of employees, instruct or re-assign personnel as necessary to obtain proper flow of work and optimum performance
  • Anticipate or investigate causes of delay or inadequate performance and take corrective measures
  • Make recommendations as to possible improvements in procedures or methods to increase effectiveness, reduce costs
  • Perform any function of the supervisory group consistent with the proper care and attention to those duties and responsibilities and perform those duties assigned only to the Supervisor or as dictated by responsibilities
  • Prepare and maintain various records, reports, documents, other data
  • Follow and adhere to Department, City, local, state, and federal rules, regulations, policies, or procedures
  • Direct, assist, instruct, train, and check staff as to schedules, developments, methods and procedures, standards of work performance, government or City rules and regulations, policies or other matters affecting their work
  • Maintain discipline, moral and harmonious personnel relations
  • Handle complaints and grievances within limits of established policy
  • Participate, recommend, and handle employee corrective actions, terminations, and promotions
  • Regularly rate and evaluate employee performance
  • Attend and participate in staff, department or other meetings, conferences, on committees, task forces, etc.
  • Perform such other duties as the Assistant Commissioner may direct or is required

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of modern methods and practices of civil engineering as applied to street construction and maintenance and other street operations
  • Knowledge and experience in the Snow and Ice Control Program
  • Knowledge of the practice methods, materials, tools, and equipment used in street construction and maintenance and repairs
  • Knowledge of the practice, method, technique, materials, tools, and equipment used in solid wastes collection and disposal practices, including safety precautions
  • Knowledge of job hazards and ability to observe and enforce necessary safety precautions
  • Knowledge of licensing and operation of construction equipment
  • Ability to plan, layout, coordinate, direct and supervise the work of a large group of subordinates
  • Ability to motivate personnel toward positive action and unified effort
  • Ability to establish and maintain cooperative and harmonious working relationships with other city departments, employees, and the general public
  • Ability to take independent action and make judgement decisions in the absence of specific direction from higher authority
  • Ability and willing ness to work overtime hours required by operations under their command
  • Excellent verbal and written communication skills
  • Exercise judgment and creativity in making decisions

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Civil, Sanitary, Environmental, Mechanical Engineering or Environmental Science OR;
    • A high school degree or equivalent with a combination of education, training and seven (7) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirement
  • Seven (7) years of experience involving construction, maintenance, and repair of roads, sidewalks, and bridges
  • Three (3) years of experience in a managerial capacity involving considerable administrative and supervision of staff or employees
  • Excellent communication skills
  • Valid driver’s license

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Civil, Sanitary, Environmental or Mechanical Engineering or Environmental Science
  • Three (3) years of experience performing or approving construction estimates and computations
  • Experience with management of snow operations
  • Ten (10) years of experience in public works duties involving construction, maintenance, and repair roads, sidewalks, and bridges
  • Three (3) years of experience with development and/or maintaining an operational budget
  • Professional Engineer (PE) License

SALARY RANGE: $85,175 – $131,315 annually, full-time, with an excellent benefits package.
