Job Description
The Department of Public Utilities (DPU) is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities. The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public safety from transportation and gas pipeline related accidents; and to ensure that residential ratepayers’ rights are protected. The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The Department’s Rail Transit Safety Division is designated as the state safety oversight agency within the DPU for the Massachusetts Bay Transportation Authority (MBTA) specific to rail transit safety and oversees MBTA’s adherence to its own safety related processes and systems and monitors the authority’s compliance with federal and state safety laws and regulations.

Position Overview
The Department of Public Utilities seeks applicants for the position of Risk Based Inspection Program Supervisor in the Rail Transit Safety Division. We are seeking an experienced and detail-oriented candidate to support our team and lead development and implementation of a comprehensive Risk-Based Inspection (RBI) program in adherence to 49 U.S.C. § 5329 (k) and exceed FTA requirements. The RBI program utilizes a meticulous analysis methodology and processes qualitative and quantitative data to guide continuous inspection activities, ensuring the identification and prioritization of the highest risk elements for effective safety management. As a key member of our organization, the successful candidate will be responsible for ensuring compliance with industry regulations, and fostering a culture of safety within the transit rail environment. This role requires a keen eye for detail, excellent leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
Program Development:
- Work with the team to continue design and implementation of a robust Risk-Based Inspection program tailored to the specific requirements outlined in 49 U.S.C. § 5329 (k) and FTA Special Directive requirements.
- Collaborate with relevant stakeholders to understand system intricacies, safety regulations, and unique risk factors associated with rail transit operations.
Methodology Implementation:
- Implement qualitative and quantitative analysis methodologies to assess risk across various components of the rail transit system.
- Ensure that the risk assessment process aligns with industry best practices and regulatory standards.
Prioritization and Planning:
- Establish a systematic approach to prioritize inspections based on identified risks.
- Develop inspection plans that address the highest risk safety conditions, optimizing resource allocation for maximum safety impact.
- Support development of a safety risk monitoring program
Compliance and Documentation:
- Ensure compliance with 49 U.S.C. § 5329 (k) and the special directive in all aspects of the Risk-Based Inspection program.
- Maintain accurate and up-to-date documentation of inspection plans, risk assessments, and program activities.
Continuous Improvement:
- Proactively identify opportunities for program enhancement and optimization.
- Stay abreast of industry developments, emerging technologies, and best practices to continuously improve the effectiveness of the RBI program.
Leadership and Team Management:
- Oversee daily scheduling and team cross discipline engagement to support Risk Based Inspection Program activities.
- Foster a culture of safety, accountability, and continuous improvement within the investigative team.
- Conduct regular training sessions to enhance the skills and knowledge of team members.
- Design and scope recommendations and findings based on RBI program development plan.

The successful candidate will have:
- Strong interest and background in transportation and transportation safety
- Strong analytical skills, and an inquisitive approach
- Excellent oral and written communication skills
- Ability to work both independently and collaboratively as part of interdisciplinary teams
- Ability to manage time effectively, and work in a productive, organized, and methodical way
- Ability to work effectively in a hybrid remote work setting with certain required in-office days
- Ability to manage projects and design manageable timelines based on project scope.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.
Substitutions:
- A Bachelor’s degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.*
- A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience.
*Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License.
