The WSLCB Licensing and Regulations Division is announcing an exciting opportunity for a Non- Permanent Program Specialist 5 (Cannabis Social Equity Case Manager) at Olympia, WA, lasting till at least December 24th, 2024. This position will report directly to the Social Equity Program Manager in the WSLCB’s Licensing Division.
The WSLCB is committed to implement a successful statewide Cannabis Social Equity Program. The goals of the Program are to increase the number of licenses held by social equity applicants from disproportionately impacted areas and reduce barriers to entry into the cannabis industry for those most adversely impacted from the historical application and enforcement of cannabis prohibition laws.
The Social Equity Case Manager will take a pro-active approach in support of diversity, equity, inclusion and will actively lead the work of the Social Equity Program, under the general direction of the Social Equity Program Manager. This effort will include participating, developing effective dialogue, showing commitment to change through actions, and building trust through transparency.

Duties
Some of the duties you will perform are:
- Contributing to the development, revision, implementation, and interpretation of the program in compliance with state laws, policies, and regulations.
- Create inclusive policies, processes, and procedures that support the values of the social equity program.
- Actively participate in rule and policy development as it relates to the program.
- Exercise independent judgement and delegated decision-making authority regarding application of the Social Equity Program statutes and rules to ensure fairness and accuracy, with consultation with the Social Equity Program Manager.
- Build and maintain effective relationships with community members, local government and other stakeholder related to the program.
- Coordinate with WSLCB Divisions to ensure consistent communication and business process with program activities.
- Provide input regarding contracts necessary to implement the program in consultation with the WSLCB’s Contract’s Team.
- Develop, track and report on program activities through presentations and written reports, including program measures, successes, needs.
- Coordinate with the Department of Commerce Technical Assistance Grant Program to inform social equity applicants about available resources.
- Lead in the development of training and training tools for Licensing employees as it relates to this program.
- Review third-party recommendations and issue preliminary approval letters to social equity applicants.
- Evaluate needs for social equity applicants and develop trainings and/or resources.
- Connect with local governments and act as a liaison for social equity applicants navigating through the licensing process.
- Develop and coordinate educational materials and resources for the social equity applicants and licensees.
- Conduct educational workshops or conferences including preparing and delivering speeches and presentations.
- Collaborate with internal and external stakeholders on desired deliverables.
Qualifications
Required Qualifications:
- Eight (8) years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
OR
- An Associate’s degree in Public Administration, Business Administration, or closely related field and six (6) years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
OR
- A Bachelor’s degree in Public Administration, Business Administration, or closely related field and four (4) years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
OR
- A Master’s degree in Public Administration, Business Administration, or closely related field and two (2) years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
