Position Description:
Unit supervisor of a group of professionals responsible for coordinating the environmental classification and clearance of federal-aid highway projects in compliance with the National Environmental Policy Act and all applicable state laws; providing historic and archaeological specialty services to facilitate the environmental clearance process; and overseeing the timely completion of environmental clearance, identifying and implementing efficiencies in the clearance process, and seeking resolution to complex questions that may involve MDOT design and real estate acquisition processes.
Responsibilities:
- Make work assignments, set priorities, and direct work.
- Ensure the timely environmental classification and clearance of MDOT highway projects using electronic tracking systems.
- Establish regular methods of communication with the unit to convey key information from management, provide professional development, and receive feedback from staff on issues affecting their work.
- Oversee MDOT compliance with all state and federal historic preservation laws.
- Establish performance expectations for staff. Hold staff accountable through the effective use of the performance evaluation system by completing annual performance evaluations, which includes the review of completed work assignments and work techniques. Counsel employees, conduct disciplinary conferences, and participate in employee grievances as necessary.
- Handle unit employee relations, including the filling of vacant positions, recommending promotions/transfers, coordinating, and conducting staff meetings, and labor relations activities. Ensure compliance with equal employment opportunities.
- Review and approve/deny requests for leave time.
- Represent the unit and section in meetings with resource and regulatory agencies.
- Analyze new state and federal regulations for their impacts on MDOT and determine the best course of action for implementing new state and federal regulations.
- Oversee and edit updates to MDOT procedures and guidelines, such as the Environmental Procedures Manual.
- Communicate information on impacts of new regulations on MDOT staff.
- Coordinate analysis of regulations with other MDOT work areas, Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), and the resource/regulatory agencies.
- Develop new/improved processes with other MDOT work areas to implement changes in regulations or improve compliance with existing regulations.
- Work with the FHWA to coordinate and improve the environmental clearance process.
- Oversee efforts to obtain and incorporate new geographic information system (GIS) information into the environmental clearance process.
- Oversee the updating of technology tools, such as the Environmental Clearance Organizer.
Basic Requirements for Skills, Experience, Education and Credentials:
- Possession of a bachelor’s degree in the physical sciences, biological sciences, resource management, sanitary science, environmental health, engineering, geology, or in geological, petroleum, or mining engineering.
- Five years of professional experience in an engineering or scientific field carrying out geological and/or environmental activities to protect, develop and maintain natural resources; working in an environmental protection program; or, enforcing environmental health or environmental protection laws, including three years equivalent to the experienced (P11) level, two years equivalent to the advanced (12) level, or one year equivalent to a 13-level specialist or manager.
- Possession of a valid driver’s license.
Knowledge of:
- The National Environmental Policy Act requirements.
- State environmental regulations.
- Methods and techniques of collecting and analyzing data.
Ability to:
- Instruct, direct, and evaluate employees.
- Take appropriate action based on investigation reports.
- Maintain records, prepare reports, and compose correspondence related to the work.
- Communicate effectively.
- Maintain favorable working relationships with MDOT and regulatory/resource agency staff.
