This position is currently eligible to telework. This position is required to work in the office at least 2 days per week. This may change based on business needs.

The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Policy and Education Manager (WMS Band 2) position in Olympia, WA. This position reports to the Acting Deputy Director of Administration in Licensing and Regulation Division. The position serves and complements the WSLCB’s mission and goals by providing legislative analysis, rulemaking, and policy development as they pertain to liquor and cannabis licensing.
In this role, you will establish an effective system for the Division’s response to requests for legislative analysis, rulemaking and policy development that ensures the highest possible level of public safety. The position manages the Education and Outreach as well as Training programs within the Division. You will be responsible for the development, maintenance and effective communication of educational opportunities and tools between the Licensing Division and external stakeholders. You will also develop and update key training for Division staff.

Duties
Some of the duties you will perform are:
- Develop position papers, legislative analysis and contribute to rulemaking as needed to support the goals of the Division. Facilitate and guide staff to meet timeframes related to the development of these functions.
- Develop and support Diversity, Equity and Inclusion efforts for the Division and Agency.
- Utilize leadership skills to motivate staff to achieve consistent high performance and to cultivate a learning environment for staff to effectively expand their skill sets.
- Provide leadership, training, and implementation of systems that promote a culture of process improvement using Lean and other continuous quality improvement methods.
- Work with staff to draft Division policies and procedures for implementation by management as well as develop internal controls and accountability measures related to those policies and procedures.
- Oversee the development and implementation of effective training for Division staff on new and revised laws, rules, and policies.
- Utilize knowledge of licensing laws, regulations, and Board practices. Provide and update resource information for licensing staff to use in the conduct of their operational duties. Develop and maintain effective working relationships with internal and external stakeholders, with a clear understanding of the Division’s mission and Board mandates and how they coincide with and differ from stakeholder expectations. Work with the unit to provide excellent customer service within the bounds of our mandates.
- Assist in identifying and developing policy recommendations for a variety of functions impacting the entire Division.
- Lead representative for the Division on the agency policy meetings.
- Lead and participate in internal and external statewide stakeholder workgroups.
- Provide oversight and direction for the Mandatory Alcohol Server Training (MAST), Responsible Vendor Program (RVP) as well as staff and external training programs.
- Keep and maintain data reporting for the Division and use that data to inform the work of the Division.
- Consult and coordinate with staff across the Division and the Agency.
- Efficiently prioritize, manage, and complete multiple assignments.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Four (4) years of professional experience in analyzing proposed legislation and regulation, interpreting laws, rules, policy, and procedures as well as evaluating and drawing conclusions from data.
AND
Three (3) years of management or supervisory experience in a regulatory environment.
Option 2:
An Associate’s degree in public administration, business administration, communications, or related field.
AND
Two (2) years of professional experience in analyzing proposed legislation and regulation, interpreting laws, rules, policy, and procedures as well as evaluating and drawing conclusions from data.
AND
Three (3) years of management or supervisory experience in a regulatory environment.
Option 3:
A Bachelor’s degree or above in public administration, business administration, communications, or related field.
AND
Three (3) years of management or supervisory experience in a regulatory environment.
