Part-Time Training & Development Specialist
Job Description
Are you interested in helping to build and coordinate an internal training and development program for a staff of about 225 individuals? In this role, you will report to the Human Resources Manager, and will work closely with many different stakeholders to compile, refresh, and ensure delivery of substantial existing training and development collateral, while also helping us identify training needs and build internally-focused training.
The Human Resources Research Organization (HumRRO), a non-profit national leader in workforce assessment, human capital consulting, and educational research, is looking for a part time Training & Development Specialist to join our growing organization. At HumRRO, you will be working with world-class scientific and practitioner staff to use data to help make challenging people decisions affecting government, military, education, credentialing, and private sector clients. As a non-profit, HumRRO is dedicated to work that contributes to science and society.
HumRRO employs organizational psychologists, educational measurement specialists, statisticians, software engineers, and administrative personnel (contracting, HR, accounting, IT). We consult with government agencies, private sector organizations, and professional associations. Your role will be internal to HumRRO, helping ensure we provide the right development and training opportunities to our highly talented employees.
You will perform the following duties:
- Compile information about current Talent Development practices and processes and identify areas for improvement.
- Work with organizational leaders and senior personnel to define necessary skill sets to fulfill current and future organizational needs.
- Conduct training/development needs analysis studies.
- Develop a corporate-wide plan and schedule for talent development across the organization, including the full range of skills (technical, project management, leadership, public speaking, IT/software engineering) and full range of methods (luncheon training sessions, external courses, certifications, on-the-job training, coaching), as well as the recommended audience for various types of activities (e.g., all staff versus research staff only).
- Coordinate efforts with other departments (e.g., Operations, Business Development, IT) that have their own required trainings (e.g., annual IT security training, annual insider threat training).
- Coordinate with project managers to ensure that contract-specific training requirements are met (e.g., contractually required privacy or cyber security training).
- Identify options and recommendations for internal versus external developmental tools and activities.
- Organize, distribute, and keep up-to-date existing internal training resources (e.g., job aids, training manuals).
- Develop a plan and schedule for updating internal training and development materials (e.g., annual presentations on performance review, promotion, and compensation practices).
- Lead ad-hoc groups of internal subject matter experts to prepare or refresh training materials.
- Identify appropriate external trainers, speakers, or consultants to deliver some types of information/training, for example, cultural sensitivity.
- Track developmental needs at the group and corporate levels, staff participation in development activities, and the number and type of developmental opportunities provided within specified time periods.
- Compile feedback about effectiveness of various developmental opportunities and the extent of staff participation in developmental opportunities.
- Evaluate the effectiveness and impact of various training activities (e.g., reduction of errors in budgeting process).
- Develop and track goals and metrics for gauging effectiveness of the Internal Training & Development function.
- Work with the HR Manager to estimate an annual budget for development-related activities.
- Prepare and deliver corporate-wide training on a few selected topics (e.g., workplace ethics, use of social media).
- Support implementation of a Learning Management System (LMS) as needed.
- Perform other related duties as assigned.
This position does not have any direct reports.
Basic Qualifications:
- Bachelor’s degree in Human Resources, Instructional Design, Psychology, or similar field OR certification as a Talent Development Specialist from a relevant and widely-recognized credentialing body
- At least 2 years coordinating or managing an internal training & development function
- At least 2 years conducting training needs analysis or highly similar studies
- Ability to display leadership without positional authority
- Strong interpersonal skills to interact effectively with a wide array of people
- Strong project management skills (e.g., creating plans and schedules, coordinating activities of others, leading ad hoc teams)
- Excellent time management skills with a proven ability to meet deadlines
- Confidence and maturity to interact effectively with staff with advanced degrees
- Basic knowledge of constructing surveys and understanding survey results
- Excellent written communication skills
- Excellent oral communication skills, including presentation skills
- Familiar with Microsoft Office 365 tools and applications (e.g., Teams)
- Able to use Excel to create spreadsheets, manipulate data (e.g., sort, filter), and use mathematical functions (e.g., counting, matching, descriptive statistics)
- Familiar with at least one Learning Management System/Application
Preferred Qualifications:
At least 5 years of experience in an internal training & development role with primary responsibility for coordinating and executing the program.
This position will be located at our corporate headquarters in Old Town Alexandria, VA. The successful applicant will work on-site at corporate headquarters.
