This position is currently eligible to telework. This position is expected to work in the office up to 3 days a week, there is some flexibility with this requirement.

Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for an Operations Research Specialist position in Olympia, WA. This position reports to the Research Program Manager.

In this position, you will support the agency’s mission by serving as a research specialist, supporting all divisions in the agency. You will conduct complex research review and analysis of existing studies, evaluations, and best practices towards public health and safety interests involving outreach, education, and operational needs. This position has direct input into agency research topics, approaches, and deliverables. In this role, you will engage in original quantitative and qualitative research and be involved in research theory, design methodology, IRB approval, collection, data analysis, and dissemination. You will write reports, peer-reviewed articles, and presentations that are aimed towards both technical and non-technical audiences.

Duties

Some of the duties you will perform are:

  • Assist with study design, study proposal, and implementation of new LCB led quantitative and qualitative studies and surveys.
  • Identify measurement objectives, databases, and data collection processes.
  • Plan, coordinate, and conduct research on projects as directed by supervisors.
  • Conduct literature reviews in both peer-reviewed and grey literature.
  • Assist in IRB approval processes.
  • Develop participant recruitment plan and efficiently gather complex data.
  • Download data, clean data, and perform statistical analyses. Collect, organize, and evaluate project-related data. Analyze data and interprets results.
  • Write for both technical and non-technical audiences (Brief and comprehensive literature reviews, Research reports, Peer-Reviewed Publications, White Papers etc.).
  • Present to management, professional conferences, and the public.
  • Present reports, research findings, recommendations, and analysis to the legislature as needed.
  • Participate in interagency work groups to coordinate data analysis and collection on related metrics and data monitoring activities.
  • Conduct focus groups, deliberative dialogues, and stakeholder engagement sessions.
  • Advise supervisors of any noted impact of state and federal policies that may impact initiatives, projects, and programs.
  • Analyze data and employ models to develop program information which can be used to help drive decision making.
  • Conduct complex research to develop evidence-based recommendations on a variety of economic, compliance and social issues for public agencies and authorities regulating alcohol, cannabis, tobacco, and vapor products.
  • Perform data processing and analysis tasks, such as data organization and management, monitoring data quality, developing documentation, applying statistical and/or data science methods, and creating data visualizations.
  • Link and manage multiple large datasets to answer research questions.
  • Recommend approaches and/or surveys.
  • Design economic policy studies comparing related study outcomes, and review and compare data to advise of potential impacts to LCB regulated programs.
  • Research policy alternatives.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

 

Option 1:

A Master’s degree in Statistics, Data Analysis, Science/Social Science, Mathematics, economics, public policy, education, health, political science, psychology, sociology, and/or Computer Science, or related field; AND

 

At least three (3) years of demonstrated professional experience performing research, design, statistical or data analysis or analytical projects in a specialty field (in one of the above areas).

 

Option 2:

 

A Ph.D. degree in Statistics, Data Analysis, Science/Social Science, Mathematics, economics, public policy, education, health, political science, psychology, sociology, and/or Computer Science, or related field; AND

 

At least one (1) year of demonstrated professional experience performing research, design, statistical or data analysis or analytical projects in a specialty field (in one of the above areas).

 

AND

Experience/skills in the following:

  • Managing and organizing multiple datasets.
  • Verifying data files and analyses.
  • Designing and planning the data workflow on tasks and projects.
  • Performing advanced statistical analysis.

Preferred/Desired Qualifications:

  • PhD in social science or closely related field
  • Experience designing and conducting mixed methods research projects.
  • Past involvement with research with human subjects.
  • Record of publishing research.
  • Recent work experience or graduate-level training in statistics, meta-analysis, econometrics, or program evaluation.
  • Recent work experience or graduate-level training in benefit-cost analysis.
  • Work experience in a government setting.
  • Knowledge and/or previous work in applied research of alcohol, cannabis, tobacco and vapor product regulatory environment.
