ASSISTANT DIRECTOR OF CIVIL ENGINEERING

 PUBLIC WORKS AND PARKS DEPARTMENT

CITY OF WORCESTER

 

The City of Worcester is seeking qualified applicants for the position of Assistant Director of Civil Engineering for the Department of Public Works and Parks within the Engineering Division. Under the direction of the Director of Engineering, the position will oversee and supervise personnel and engineering related activities within the Engineering Division. The employee will perform work as required as it relates to maintenance and construction of public roadways, utilities, and infrastructure.

ESSENTIAL ELEMENTS:  

  • Manage, administer, and plan day to day and long-term aspects of street resurfacing and sewer rehabilitation programs.
  • Manage staff of construction group including assigning work, reviewing performance, establishing schedules, providing guidance and instruction on technical and policy matters, determining training needs, and other direct supervisory tasks.
  • Prepare technical specifications, contract documents, and construction cost estimates for civil engineering projects such as roadway and sidewalk construction and maintenance, recreational facility construction, and sewer and stormwater improvements.
  • Coordinate work of City contracted construction firms and outside parties such as private utility companies as related to roadway resurfacing and sewer rehabilitation construction.
  • Examine and review plans, specifications, and cost estimates for conformance to sound engineering and construction principles and practices, cost effectiveness, and environmental impact in order to recommend revisions or corrections for approving proposed projects.
  • Inspect construction and maintenance projects for compliance with plans, specifications, standard engineering and construction principles and practices, health and safety concerns, and contractual obligations.
  • Perform duties such as compiling and correlating engineering data, drafting plans, preparing maps and presentations, attending meetings and conferences, and providing technical advice regarding such matters as constructability, regulatory codes, and construction costs.
  • Maintain records and prepare reports on matters such as construction costs, field changes, project status, and justifications for contract proposals.
  • Analyze in-field pavement conditions and utilize pavement condition data to develop pavement management plans and provide recommendations for pavement treatments.
  • Review and approve various documents and forms including payment estimates, invoices, asphalt quality control submissions, and soil analysis.
  • Negotiate and review extra work orders including scope, fees, hours to be worked, and materials.
  • Resolve problems regarding quality of work performed by contractors and interpret specifications of work to be performed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of municipal operations and practices, engineering service in a municipal setting, and financial management of taxpayer funded projects.
  • Knowledge of the principles and practices of horizontal construction and civil engineering.
  • Knowledge of the terminology and standard abbreviations used in horizontal construction and civil engineering.
  • Knowledge of inspection methods utilized on horizontal construction and civil engineering projects.
  • Knowledge of the types and applications of equipment and materials used in the construction of roadways, sidewalks, bridges, tunnels, stormwater systems, or sewer systems.
  • Knowledge of standard safety practices and procedures followed on horizontal construction and civil engineering projects.
  • Knowledge of the properties and characteristics of concrete and bituminous asphalt and the quality control and construction methods associated with both.
  • Knowledge of the engineering properties of soil including compressibility, shear strength, compaction, density, particle size distribution, porosity, and permeability.
  • Knowledge of soil testing and classification methods.
  • Knowledge of the principles of hydraulics as applied to surface drainage, stormwater and sewer pipes and structures, and culverts.
  • Knowledge of pavement condition indexing and the application of pavement preservation techniques.
  • Knowledge of the types and characteristics of transportation modes and principles of traffic network analysis.
  • Ability to perform mathematical calculations and apply engineering formulas to solve civil engineering problems.
  • Ability to plan, assign, and coordinate the work of others.
  • Ability to communicate verbally and in writing in a concise fashion, express thoughts clearly and succinctly, and present ideas in a logical sequence.
  • Ability to prepare written reports, graphs, charts, tables, and presentations.
  • Ability to read and interpret documents such as plans, specifications, shop drawings, material cut sheets.
  • Ability to understand, interpret, apply, and explain laws, rules, regulations, and guidelines as applicable to horizontal construction and civil engineering projects.
  • Ability to multi-task, manage multiple complex projects, prioritize work, and set and meet project deadlines in an organized and detailed manner.
  • Ability to gather, analyze, and determine the applicability of civil engineering data, draw conclusions, and develop appropriate recommendations.
  • Ability to identify and classify bituminous asphalt deficiencies and failures and make recommendations for remedial actions.
  • Ability to accomplish work objectives when few to no precedents or guidelines are available.
  • Ability to maintain confidentiality and work with confidential files, materials, and other matters.
  • Ability to establish rapport with others, develop and maintain harmonious working relationships, and work with others in a tactful and respectful manner.
  • Ability to work with the public in a respectful manner and maintain professionalism in difficult situations.
  • Ability to represent the DPWP during meetings with the public, City boards and commissions, City-contracted construction firms, private utility contractors, regulators, and other project stake holders.

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Civil Engineering or Construction Management, or a related field
  • Seven (7) years of related work experience, with a minimum of five (5) years in a managerial capacity
  • Engineer in Training (EIT) certification
  • Experience managing teams of multiple subordinates
  • Experience in design and construction of roadways, sidewalks, and public utilities
  • Experience in paving quality control, bituminous asphalt examination, pavement management, and pavement preservation
  • Experience in negotiation and conflict resolution with respect to construction firms and contracts
  • Proficient in Microsoft Office suite

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Civil Engineering or Construction Management
  • Professional Engineering (PE) license
  • Massachusetts Certified Public Procurement Officer (MCPPO) certification
  • Five (5) years of experience in writing specifications and standard operating procedures
  • Three (3) years of experience working closely with residents and the general public
  • Three (3) years municipal/government experience including experience working with municipal boards, commissions, and/or advisory committees

SALARY RANGE: $87,451 – $115,085 annually, full-time, exempt with an excellent benefits package
