Friends of Ruby

Friends of Ruby (FoR) is dedicated to the journey and well-being of 2SLGBTQIA+ youth, aged 16-29 through mental health services, social services, and housing. FoR offers Youth Mental Health services, a Youth Drop-In Centre, and a Transitional Home. The Centre provides access to barrier-free counselling and therapeutic groups, case management and a drop-in space with hot meals, community, and comprehensive programming. The Home provides transitional and emergency housing, as well as mental health and life-skills to support youth moving towards independent living.

Position Summary 

Reporting to the Director of Transitional Housing, the Housing Manager will provide day-to-day supervision, mentoring and performance management to housing staff. In addition, encouraging innovation, evaluating performance, and leading staff development through motivation and training, while creating a safe and supportive environment for all residents and staff in the House.

The responsibilities include effective coordination of the housing workers, ensuring scheduling requirements are consistently met throughout a 24/7 operation, assigning required work and applying resources to accomplish that work and for the efficient use of labor and materials by the team, and will report on personnel, costs and safety. This position will manage program development as well as planning, delivery, and evaluation of day-to-day housing activities.

We are looking for someone who can work effectively with staff, residents, partner agencies, and the City of Toronto to address service inquiries, requests and/or complaints, apply verbal de-escalation and crisis prevention techniques in defusing potentially volatile situations, and compile, analyze and disseminate data and apply it to housing practices and operations.

 

 The responsibilities of this position include, but are not limited to:   

Supervision of Staff 

  • Schedule and ensure an even distribution of hours between staff in accordance with their full-/part-time or relief status and considering the level of training required for each position; avoiding gaps and finding last minute coverage when needed, including statutory holidays, sick days, and overtime requirements.
  • Track availability, managing employee’s time off and attendance.
  • Day-to-day supervision of assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, customer service excellence, and continuous learning.
  • Mentor assigned staff through professional development and performance management – corrective coaching and/or disciplinary actions in accordance with the organization’s policies and procedures.
  • Performance Management – establish clear goal setting, deliverables, tasks, responsibilities with assigned staff and outline expected outcomes and timelines to ensure work accountability.
  • Oversee direct and indirect deliverables of housing staff, providing regular support and check-ins.
  • Support the Director of Transitional Housing in the facilitation of regular staff meetings on organizational updates and program-specific matters.
  • Support the Director of Transitional Housing with recruitment, training of staff; and determining appropriate staffing requirements for housing services.

 

Planning, Management & Sustainment  

  • Ensure processes are in place for the team to do housing/shelter intake assessments, screening youth to assess fit to our services and support their transition to sustainable housing.
  • Ensure staff follow organizational policies and operating procedures that are also consistent with any legislation and/or City Standards.
  • Support the effective implementation of Sectoral Guidelines such as Toronto Shelter Standards and provincial transitional housing guidelines.
  • Ensure the facility and services adequately meet the physical, social, and development needs of all residents and the protection of each individual’s health, safety, comfort and well- being.
  • Ensure the effective day-to-day operation of the House, programs, and services.
  • Support Case Workers in managing participants selection process for housing, including participant agreements, tenancy agreement administration, residential participant relations for the housing portfolio, supporting the youth in their transition to sustainable housing, while maintaining compliance with all applicable laws and regulations.
  • Support Residential Housing Workers (RHW) in their daily tasks engaging with the residents.
  • Manage the City of Toronto Shelter system for residents.
  • Manage crisis, recognize, and provide appropriate intervention as needed while addressing youth conflict directly and respectfully through effective problem solving and conflict resolution.
  • Manage the on-call line for crisis.
  • Determine appropriate staffing requirements for housing programs and services.
  • Observe organizational policy and all current legislation and regulations.
  • Plan, implement and evaluate housing services and oversee the delivery of activities in the House.
  • Provide monthly reports with program outcomes and recommendations to Leadership.
  • Coordinate with the Director of Mental Health and Youth Services for programming between the Drop-In and the House.

 

Community Relations 

  • Attend all required internal/external partnership meetings and agency’s community projects and program-related community, collation, and committee meetings.
  • Work directly with the City of Toronto Shelter and Housing office as it relates to intake and turnover of room.
  • Seek opportunities to be involved in and contribute to Shelter and Housing Networks in the Community and the City of Toronto.

 

Administrative, Finance, and Operational Tasks 

  • Manage the Housing department’s budget.
  • Enter staff payroll data and submitting hours worked to the Finance and Administration department.
  • Follow the Expenditure and Accounting systems outlined by the Finance and Administration department and process housing services invoices entering them in the charity’s finance system.
  • Oversee the procurement and supply control procedures and support managing the payroll responsibilities in the House.
  • Identify, investigate, correct and document potential environmental and safety problems.
  • Provide oversight to the Joint Health and Safety Committee (JHSC) to ensure the facility meets all legislative requirements.
  • Oversee the implementation of fire and emergency drill procedures and reviews reports to ensure follow up is completed as required, ensuring adherence to all aspects of the Occupational Health and Safety Act (OHSA) and Fire Code.
  • Implements all the City of Toronto Shelter & Housing office and Ministry of Health protocols towards COVID 19 measures.

 

Qualifications

  • Post-secondary degree in Social Sciences or equivalent combination of education and experience.
  • 5 years’ minimum experience in social services, preferably with people who have difficulty maintaining a stable tenancy.
  • Must have lived experience as a member of the 2SLGBTQIA+ community.
  • Broad knowledge of housing services, the social services system in Toronto, and the relevant legislation.
  • Knowledge of the political, structural, and sociological reasons for homelessness and poverty in the City of Toronto.
  • Experience working with people who are homeless or have challenges obtaining and maintaining housing.
  • Demonstrated experience in staff management and development.
  • Experience with community-based resources, quality improvement and evaluation.
  • Demonstrated ability to engage and work collaboratively with stakeholders and personnel from diverse sectors (public, private, non-profit, community-based organizations, resident associations, and community residents), multiple program areas, and cultures.
  • Develop and maintain effective working relationships with government, community organizations and major stakeholders.
  • Strong ability to exchange knowledge.
  • Strong verbal and written English language communication skills; fluency in a second language will be considered an asset.
  • Demonstrated capacity to operate under pressure.
  • Superior organizational, analytical, problem-solving abilities. Ability to manage multiple projects and deadlines, prioritize, take initiative.
  • Demonstrated crisis intervention, de-escalation, counseling, conflict resolution, decision making, problem-solving, and advocacy skills.
  • Proficiency in various computer applications.

 

Additional Requirements

  • Satisfactory clearance under the Vulnerable Sector Police Check Program.
  • Must be qualified to legally work in Canada.
  • Work onsite Monday to Friday at the Friends of Ruby Transitional Home located in downtown Toronto.
  • Occasionally work weekends, evenings, and overnights on-call.
  • Emergency First Aid/CPR, CPI, UMAB Toronto Shelter Standards, SMIS certification preferred.
