Full-Time NEPA Specialist
Job Description
Ocean Associates, Inc. (OAI) is seeking a candidate to provide National Environmental Policy Act (NEPA) support to the NOAA National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) in Silver Spring, MD. OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.
.Duties and Responsibilities:
- Develop NEPA documents in support of permitting activities under the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA)..
- Review and provide expert advice and comments on draft NEPA documents written by others.
- Advise and guide OPR staff in NEPA document development for approval by management prior to implementation
- Conduct internal scoping to assist in determining the appropriate level of NEPA analysis
- Provide advice and recommendations to OPR leadership on NEPA matters, including final reviews of NEPA documents and recommendations for approval.
Qualifications:
- Bachelor of Science degree or higher, from an accredited college or university with a major directly related in a field of study.
- Three (3) years of experience in related field to the stated duties, or combination of education and experience totaling seven (7) years. Education beyond Bachelor’s degree can be substituted for experience.
- Knowledge of National Environmental Policy Act and Council on Environmental Quality regulations for implementing NEPA
- Knowledge of one or more of the following statutes: Magnuson–Stevens Fishery Conservation and Management Act, Endangered Species Act, and Marine Mammal Protection Act
- Experience preparing and/or reviewing categorical exclusions, environmental assessments, finding of no significant impacts, environmental impact statements (EISs), and/or record of decisions for actions taken under one or more of the following statutes: the Magnuson–Stevens Fishery Conservation and Management Act, Endangered Species Act, and/ or Marine Mammal Protection Act to ensure compliance with NEPA
- Experience providing advice on compliance with NEPA for actions taken under one or more of the following statutes: Magnuson–Stevens Fishery Conservation and Management Act, Endangered Species Act, or Marine Mammal Protection Act
- Experience determining the level of NEPA analysis required for actions taken under one or more of the following statures: the Magnuson–Stevens Fishery Conservation and Management Act, Endangered Species Act, or Marine Mammal Protection Act
- Experience developing NEPA policies, templates, or guidance documents
Salary and Benefits: This is a full-time position with benefits. Salary: $45.00 to $50.00 per hour.

Location: Work may be conducted offsite.
