Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.
Secretariat Overview:
The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.
The Executive Office of Energy and Environmental Affairs is accepting resumes and applications for the position of Environmental Justice Program Manager. The Environmental Justice (EJ) Program Manager will assist the Director of Environmental Justice by managing communication and logistics, scheduling and coordinating meetings, and managing documents as necessary for the function of the EJ Office.
Detailed Statement of Duties and Responsibilities
- In consultation with the EJ Team (Undersecretary. Director and Deputy Director) the EJ Program Manager will facilitate the EJ’s Office’s work with the external EJ Council, with the other Executive Office Secretariats, with the EEA agencies and EJ Task Force, and will organize communication with this internal state network regarding environmental justice work and EEA-wide EJ Strategy development and issuance.
- The Program Manager will oversee the procurement of languages services for the EJ Office programs, utilizing state vendor contracts. The Program Manager will acquire language and ASL services for the EJ Council meetings, coordinating with the vendor retained to facilitate the EJ Council meetings. The Program Manager may aid and advise other EEA Offices seeking to procure language services. The Program Manager will coordinate EJ Task Force meetings and be the primary point of contact for its members.
- The Program Manager will function as supervisor of the intern program, vetting preliminary resumes, scheduling interviews, assigning tasks to interns after consultation with the rest of the EEA EJ Office, and being the main point of contact for interns.
- The Program Manager will assist the EJ Team with responding to questions and maintaining correspondence with the extensive network required.
- The Program Manager will assist EJ Team with responding to inquiries in a timely manner, in addition to advising and providing requested information to the EEA Secretary and to the Undersecretary.
- The Program Manager will oversee maintenance of EEA’s EJ webpage and implementing updates and edits with appropriate IT staff. The Program Manager may also oversee the EJ Office social media presence.
- The Program Manager will oversee issuance of the internal-to-state-offices EEA EJ newsletter, with latest news of inter-Secretariat EJ work.
- The Program Manager may attend evening meetings, as required, to coordinate state staff meetings with external stakeholder groups.
- In all work, the Program Manager will function as a team member with other members of the EJ Office and their collaborators, including the Undersecretary of EJ and Equity, Director of EJ, Deputy Director of EJ for External Stakeholder Coordination, staff of the EEA Geographic Information Systems office, the Training staff, Climate Adaption and Resilience team, Climate Mitigation Team, and others. Major EJ Office events, such as public comment listening sessions or comprehensive training initiatives, may require that the Program Manager work with other staff as a member of a cross-disciplinary team to do implement environmental justice principles across agencies. This may require evening time commitments that are convenient to residents of EJ neighborhoods.
- In all work, the Program Manager will provide administrative and other assistance as needed.
- The Program Manager will assist the EJ Team with speaking engagement requests when needed.
- The Program Manager will assist with content for the internal EJ Resources Intranet site and the external EJ website.
- The Program Manager will assist the EJ Team with Public Involvement Plan (PIP) review when needed.
Qualifications Required at Hire (List Knowledges, Skills, Abilities)
Familiarity and Commitment to principles of environmental justice.
Proficiency in Word, Excel, and PowerPoint, and familiarity with geographic information system (GIS) software.
Ability to be a contributing member of a close-knit professional team.
Ability to speak in public forums.
Ability to maintain accurate records.
Ability to organize and maintain extensive correspondence.
Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
Ability to provide information and communicate to lay public through on-line webpages, remotely, on phone or in-person.

Ability to recognize where further work is necessary for completion of a task or goal and take the initiative.

Desire to understand the multi-faceted obstacles to the achievement of environmental justice in MA, and willingness to acquire knowledge as necessary to address those needs, such as familiarity with new data sets and GIS skills.
Ability to maintain positive morale and outlook while working to overcome internal and external obstacles to advancing environmental justice across the state.
Ability to travel and attend evening meetings.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
- A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
- A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
- A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
