Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for a Public Health Education Liaison (WMS Band 2) position in Olympia, WA. This is a Washington Management Service (WMS) Band 2 position that reports to the Director of Policy and External Affairs.

This position is part of the policy unit within the Director’s office.  The division is responsible for agency-wide oversight, communications, prevention, education, and policy development for alcohol, cannabis, tobacco, and vapor products.  In this role, you will develop and implement strategies to create greater awareness and knowledge (both internally and externally) of the issues related to the regulation, use, and misuse of these substances. Some of the topic areas may include current laws and rules, prevention and public health impacts, best practices, youth access, consumer awareness, consumption trends, adult influence, and overconsumption.

Duties

Some of the duties you will perform are:

  • Respond to stakeholder requests, including industry members as well as prevention and public health advocates, for information, resources, training, etc., in a timely and comprehensive manner.
  • Attend policy and rulemaking meetings and inform efforts with a public health and prevention perspective that includes research and best practices.
  • Develop and implement strategies to increase prevention and public health stakeholder education and engagement, including with underrepresented populations and youth and young adults.
  • Develop statewide ties with the public health and substance misuse prevention community, providing information and resources as appropriate.
  • Maintain and strengthen partnerships with other state agencies, statewide organizations, and community groups as well as national organizations and other states (as appropriate) to further public health and prevention.
  • Participate on relevant committees, such as the Prevention Enhancement Consortium, the WA Impaired Driving Advisory Council, the Healthy Youth Survey Planning Committee, and the Prevention Research Sub-Committee.
  • In collaboration with other state agencies, create education campaigns, especially focusing on high-risk behaviors or high-risk time periods.
  • Serve as co-chair of the WA Healthy Youth Coalition with staff from the Health Care Authority.
  • In consultation with the LCB Communications Office, develop and maintain the education pages of the LCB website as well as other educational materials.
  • Report regularly to the Board and/or agency senior management. Keep agency colleagues informed of efforts, trends, and the latest research.
  • Provide educational information to agency staff regarding use of alcohol, cannabis, tobacco, and vapor products and related health topics. Serve as a resource to agency staff.
  • Promote the agency’s public safety mission.
  • Stay abreast of local, state, and national education/prevention issues.
  • Maintain appropriate measures to track impact and progress.
  • Research, write and administer grants and funding proposals, when appropriate.
  • Develop an annual plan that incorporates the above tasks.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1:

Nine (9) years of professional experience in substance abuse prevention or related field with knowledge of evidence-based best practices and the research-based health and safety consequences and political implications of policy.  This must include experience presenting complex material in simple, accessible formats and processing new information and application to existing work.

Option 2:

An Associate’s degree in substance abuse prevention, public health, behavioral health, public administration or related field from an accredited academic institution.

AND

Seven (7) years of professional experience in substance abuse prevention or related field with knowledge of evidence-based best practices and the research-based health and safety consequences and political implications of policy.  This must include experience presenting complex material in simple, accessible formats and processing new information and application to existing work.

Option 3: 

A Bachelor’s degree or above in substance abuse prevention, public health, behavioral health, public administration or related field from an accredited academic institution.

AND 

Five (5) years of professional experience in substance abuse prevention or related field with knowledge of evidence-based best practices and the research-based health and safety consequences and political implications of policy.  This must include experience presenting complex material in simple, accessible formats and processing new information and application to existing work.

Preferred/Desired Qualifications:

  • Knowledge of the state and national substance abuse prevention communities.
  • Strong presentation skills.
  • Prevention Professional Certification.
  • Experience working with boards, state agencies, and/or other entities to achieve common goals.
