The Position
The City of Portland is seeking a Supervisor within the Portland in the Streets Section. This position will oversee the section’s Business Support Programs which includes, but are not limited to, the Outdoor Dining Program, the Film permit program, and the Barricade rental program for special events. This position will also manage a small team of people.
What you’ll get to do:
• Provide leadership, coaching, and training to staff including personal development targets, coaching, and distribution of work.
• Create a positive and supportive work environment; enforce workplace safety; promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society.
• Develop and monitor unit performance and identify opportunities for improvement; oversee development of new tasks and responsibilities for programs and projects.
• Ensure that critical unit functions are completed, and tasks and duties assigned to staff are achieved within schedule and budget or progressing as scheduled.
• Communicate the status of programs, projects, and tasks with Bureau/Office management and other related units and make recommendations and adjustments as necessary.
• Assist in the development and administration of the unit’s budget, including cost analysis of programs, projects, and staff.
• Supervise the staff of the Business Support permitting programs, address elevated customer service complaints and concerns.

About Portland in the Streets Community Use Permitting Section:
The Portland in the Streets programs encourage people to get creative and re-imagine their right-of-way – streets, parking spaces, sidewalk, plazas, etc. – as places to enjoy and engage with the surrounding community. Through Portland in the Streets, Portlanders become stewards of right-of-way space and build community in ways that are meaningful to each individual neighborhood and community. Our Section manages the following permit programs:
• Outdoor Dining Permits
• Film Permits
• Special Event Permits (parades and athletic events)
• Community Event Permits
• Block Party Permits
• Play Streets Lending Library + Pilot Program
• Public Art and Encroachment Permits
• Stewardship Permits
Each of these programs require ongoing coordination and communication with internal and external stakeholders. Our section is made up of a close-knit, supportive team who prioritize bringing these programs to as many Portlanders as possible.

Work Location
Many positions within the City are designated as hybrid, most hybrid employees will be expected to perform at least half of their work in-person. To Qualify
Applicants must meet each of the following minimum qualifications. Describe in their responses to the supplemental questions and résumé how their education, training and/or experience, meets each of the following minimum qualifications:
1. Ability to act as an equitable supervisor or lead worker including training, scheduling, workload distribution, and performance evaluation
2. Knowledge of small business-assistance programs, and programs that allow economic development activity in the Right of Way.
3. Experience implementing performance metrics to determine if target objectives and goals are being met
4. Experience developing relationships with external stakeholders and communicating technical information to the public.
5. Experience with project coordination including effective time management, ability to equitably distribute work to staff and ability to monitor the accuracy and quality of work product produced by staff.
