Primary Purpose:

Position ensures that the Company’s policy and business objectives are effectively pursued and advocated before state regulators and other critical decision makers. Position tracks public policy developments, engages with business unit management and subject-matter experts, Law Department, and Regulatory Affairs to understand state policy objectives; shape applications, regulatory positions and filings; and plan and execute effective advocacy strategies. It also successfully develops and leverages relationships with key personnel at the California Public Utilities Commission (CPUC), Energy Commission (CEC), and Air Resources Board (CARB).

Duties and Responsibilities:

  • Develops and implements strategies for achieving business and policy objectives before state regulatory agencies (CPUC, CEC, and CARB); advocates company positions before Commissioners, advisors, agency management and staff, and negotiate beneficial outcomes; establish position as reliable resource for regulators; field requests for information, ensure development of robust and timely responses, and facilitate meetings with agencies. Key areas include energy policy, electric and gas procurement, infrastructure development and permitting, wildfire/public safety, grid reliability, operations, cost recovery, rates/revenues, earnings/return, performance measures, incentive mechanisms, environmental compliance (AB 32), customer programs and new market opportunities.
  • Develops superior relationships with regulators, policy makers, industry stakeholders, and peers (SCE/PGE) to build trust, foster open communications, improve our reputation, and achieve high quality regulatory results.
  • Gathers and assess intelligence and advise the utility leadership teams (CEO, COO, other officers, and directors) and Corporate on key regulatory issues and trends that will impact company objectives and performance.
  • Leverages knowledge of regulatory trends, state policy preferences and business objectives to support and facilitate internal cross-functional policy and program development. Provides critical insight and input on regulatory work product including company policy, regulatory and business strategies, presentations, filings, testimony, programs, analysis, and rates.
  • Maintains effective relationships throughout all areas of the organization and stay abreast of internal projects and initiatives to ensure a superior level of support from Regulatory Affairs.
  • Ensures compliance with political and regulatory lobbying/reporting requirements. Directly manage various high-level special projects and initiatives as assigned.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

This role requires a hybrid work schedule, typically requiring two to three days onsite per week and remote the remaining workdays.

 

Required Qualifications:

  • Bachelor’s Degree in political science, economics, business, or similar field.
  • 8 years – experience in advocacy, policy or project management in energy industry or related field.
  • Expert understanding of key regulatory, legislative and energy industry issues.
  • Strategically minded, adept at negotiation, and uses reason, persuasion and argument effectively.
  • Strong communications skills and ability to present information to a broad range of audiences.
  • Ability to work semi-autonomously, informally manage cross-functional/discipline teams, and contribute remotely.
  • Exceptional interpersonal skills and ability to influence others and gain their respect, cooperation and support.
  • Must be able to travel occasionally between various/multiple SDG&E locations as well as outside of SDG&E service territory.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
  • Must reside in San Francisco Bay Area or be willing to relocate upon hire.

Preferred Qualifications:

  • Master’s Degree in business, public policy or law (JD)
