The Role

The Director of Human Resources is accountable for providing strategic, proactive and hands-on Human Resources guidance to help the agency meet and exceed our mission and vision.  The Director is accountable for a Human Resources function that influences the successful recruitment, training, retention and engagement of high-caliber and service-oriented staff at JVS. This role would report directly to the Chief Operating Officer and manage the HR Manager.

Scope

Recruiting and Hiring:

  • Monitors and oversees the hiring strategy and workforce planning initiatives for JVS while supporting the HR Manager in recruitment efforts and tactics.

Employee Relations:

  • Helps foster and maintain a healthy organizational culture that lives and embodies the agency’s mission and values.
  • Serves as a business partner helping management and staff to communicate Human Resources policies, procedures, programs and laws.
  • Identifies and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale, motivation and engagement.
  • Participates in various committees (Safety, IDEA [Inclusion, Diversity, Equity, and Allyship]) to foster high morale, employee engagement, employee recognition and enhancing our workplace environment.
  • Complaint Resolution:  Fields complaints as appropriate, consulting with appropriate parties to identify optimum course of action. Conducts investigations, or coordinates the investigation process with outside counsel on a timely basis.

Performance Management:

  • Creates and maintains a performance evaluation process which assists the agency’s adherence to employee growth and development and which is tied to the Leadership Pipeline, knowledge and current job descriptions.
  • Provides ongoing training and guidance to supervisors in performance management throughout the year.  Coaches supervisors through difficult performance issues with their staff, including the creation of performance improvement plans, when needed.
  • Terminations: Reviews, guides, and approves recommendations for employment terminations. Performs due diligence to protect the agency, consulting with legal counsel in circumstances that pose potential risks. Conducts exit meetings and assesses trends and recommends appropriate actions.

Training and Development:

  • Oversees the staff training function to provide high level experience to all JVS employees.
  • Oversees the designs, implementation and maintenance of an effective orientation and on-boarding process and program for all new employees.
  • Identifies staff training needs for the agency as a whole, for single departments, and for supervisors/managers.
  • Works with Operations team to research, select, and contract with external training programs and consultants as necessary within agency budget and policy guidelines.

Employment and Compliance:

  • Policies and Procedures: Keeps abreast of and ensures compliance with changes to all employment/human resources regulations and laws; provides answers to employees regarding policy issues.
  • Participates in and provides information and guidance as needed during audits, CARF review and other approval processes needed for certain funders.
  • Risk Management: Monitors workers’ compensation claims and ensures compliance with OSHA and other applicable regulations.

DEIB (Diversity, Equity, Inclusion and Belonging):

  • Leading all JVS DEIB work.
  • Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder the company’s diversity goals.
  • Develops and/or acquires training and development to aid diversity and retention initiatives.
  • Provides guidance to supervisory and human resources staff in developing objective performance and other employee evaluations and policies.

Organization Design:

  • Oversees talent mapping and planning for how JVS structures staff to achieve organizational mission goals through staff.
  • Advises on complex HR initiatives/realignments involving aspects of change management and/or organizational development.
  • Supports all HR-related conversations regarding organizational restructuring, design, and functional role specialization, applying sound organizational development methods.

Compensation:

  • Oversees agency’s compensation program to ensure that JVS offers competitive total compensation packages to assist in recruiting and retention of quality employees. Works with Finance to produce and provide annual compensation/benefits value reports for staff.
  • Conducts salary surveys as needed to ensure external and internal parity; regularly reviews staff salaries to check for parity or other issues.  Recommends salary structures and individual salary adjustments as necessary.

Benefits:

  • Oversees administration of employee benefit plans.
  • Oversees the process of putting JVS benefits programs out to bid, when needed, with the aid of a benefits broker. Stays on top of current trends and options in controlling benefits costs.

Qualifications

  • Collaborates and Cultivates Partnerships: Can work with staff and supervisors across departments; work with Executive Management Team; willing to participate in HR networks in the Bay Area
  • Demonstrates Emotional Intelligence:  Uses equity lens, empathy and active listening to identify and meet the talent development needs in JVS; Experience using de-escalation skills; able to maintain calm during conflict, and address problems objectively.
  • Communicates Effectively & RespectfullyModels appropriate communication for the agency; uses diplomacy and tact; transparent and direct communication style (when appropriate)
  • Adheres to Professional Growth:  Stays informed about changes to laws, regulations and practices that affect components of Human Resources, particularly in the non-profit industry; devoted to professional growth for direct reports and JVS staff in general; invested in concept of leadership pipelines; reacts positively to constructive criticism
  • Navigates Change: Adaptable and flexible; willing to be an agent of change; comfortable working in ambiguous circumstances
  • Minimum five (5) years Human Resources experience, with at least two (2) at the Manager or Director level
  • Demonstrated Supervisory experience; experience in professional development of staff
  • Experience with investigations and employee relations problem resolution
  • Experience developing staff in a time of significant organizational change and/or growth
  • BA/BS or equivalent work experience
  • SHRM-SCP or SPHR certification preferred

  • Annual Salary: $100,000 – $145,000
