This position is currently eligible to telework. This position is required to work in the office in Olympia, WA as necessary to develop training, and deliver in-person training. Telework options may change throughout the project based on business needs.

Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for Licensing Specialist Senior (Training Development Specialist – Two Positions) in Olympia, WA to support the roll out of the System Modernization Project phase 2 (Licensing). These positions serve and complement the WSLCB’s mission and goals by providing the highest level of public safety by safety by training staff to use the new computer system to assess, analyze and enforce laws, regulations, and policies.

You will be responsible for working with the agency’s System Modernization Project (SMP) team to provide end user training to agency staff in preparation for the roll out of the Licensing, Education, Enforcement, and Administrate Data System (LEEADS) Phase 2, Release 2, and to support them following go-live. Phase 2, release 2 of the project involves the integration of multiple antiquated Licensing systems into one system, using the SalesForce platform.

Duties

Some of the duties you will perform are:

  • Work with the SMP contractor training unit to develop written training plans for Licensing Division staff who will be using the system for the first time, to identify training needs by unit.
  • Provide clarification and training on policy, and other changes that may affect the project.
  • Work with the SMP contractor and training leads from the Enforcement and Finance Divisions and the Director’s and Board offices to identify training needs for staff across the agency who will have read-only access to the system in Phase 2.
  • Work with the SMP contractor to develop and maintain core competencies and training benchmarks for agency staff. Ensure all competencies are included in the training curriculum.
  • Independently address, develop, implement, direct and coordinate workflow and processes as needed. Ensure that the business perspective is represented in training materials developed with the SMP contractor training unit by reviewing and making suggestions related to training documents, presentations, on-line help guides and other training resources.
  • Attend train-the-trainer trainings provided by the SMP contractor to prepare to train agency staff. Facilitate the development through a variety of methods including in-person and virtual meetings and training for WSLCB employees.
  • Communicate regularly with supervisors and the trainee’s supervisor on the status of the trainees regarding areas of progress and concern.
  • Provide input about the development of processes in the LEEADS system that will support the work of the Licensing Division in the new system.
  • Work with the Licensing Training Team and Project Administrative Regulatory Analysts to Evaluate and update licensing forms and letters as necessary to transition to the LEEADS system.
  • Using the project tracking system (Azure DevOps) program to track and respond to project assignments and issues as they arise.
  • Provide input to the project Organizational Change Management (OCM) and communications leads to provide training resources for external customers.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and/or educational experience. See below for how you may qualify.

Option 1: 

One (1) year of experience as a Liquor Licensing Specialist.

Option 2: 

Two (2) years of lead or training experience within a regulatory environment.

Option 3:

An Associate’s degree involving major study in accounting, finance, business or public administration, criminal justice, or related field.

AND

Be able to:

  • Analyze and compile data to develop online, webinar, and classroom training courses and materials, presentations, and workshops.
  • Present complex concepts, changes, databases, rules, processes, procedures, and updates in a seamless, cohesive, intelligible manner consistently and repeatedly.
  • Conduct training courses, presentations, and workshops in a variety of settings for various audiences, to include staff, community partners, and stakeholders.
  • Facilitate groups; secure and maintain employee participant interest and cooperation.
  • Speak in public and write clearly and effectively.
  • Establish and maintain effective working relationships with management, employees, community partners, supervisory staff, and line staff; adapt to changing programs and work environments.

Preferred/Desired Qualifications:

  • Two years of experience analyzing and interpreting program financial documents, laws, and regulations for license qualification and issuance; and interviewing and researching/reviewing duties that involve public contact.
  • Knowledge of: departmental programs, licensing policies and procedures; research methods and data collections; corporate laws of the state, real estate transactions, and license certification and recertification procedures; office practices; statistical record keeping; efficient use of resources, principles of communication and counseling; of an electronic imaging and workflow management system.
  • Ability to: read, understand, interpret and apply complex laws, policies and procedures; recognize, answer and solve complex licensing problems. Maintain effective communications with all levels within the organization; maintain positive public relations; plan, schedule and coordinate multiple projects.
