Hours of work: 35 hours per week
Who we are: The Office of Climate Change and Energy Management (OCCEM) has the lead role in enabling the Region of Peel to respond to climate change to create a low-carbon, resilient Community for Life, through principles of shared-leadership, balance, transparency and innovation.
OCCEM provides the expertise, knowledge, strategy and tools to enable regional services and community partners to embed climate change and energy management principles into practice while achieving divisional goals and organizational outcomes.
What you will do in this role:
The Advisor, Energy and Environmental Performance will develop and execute measurement and verification plans to confirm energy consumption and demand reductions, energy efficiency improvements, effectiveness of the use and/or production of renewable energy, energy cost-savings, environmental impact, risk analysis and GHG emission reduction. The Advisor is responsible for successfully measuring projects within acceptable parameters of time, quality and budget.
The Advisor will work closely with internal and external stakeholders to manage the division’s sustainable energy projects and activities that support the advancement of the Region’s Energy and Environment Sustainability Strategy and corporate strategic goals.
- Conduct complex energy and environmental performance measurement, verification, analysis and reporting for all energy conservation and renewable energy projects implemented by the Region of Peel
- Proactively identify energy management opportunities with forthcoming client capital projects to capitalize on the energy efficiency of infrastructure investments, improve client understanding of the true cost of infrastructure investments, ability to demonstrate responsible investment of taxpayer dollars and establish performance benchmarks for various assets
- Perform significant extensive research and investigation of those energy projects which carry the best potential to improve Regional energy use
- Facilitate and conduct extensive energy audits of regional facilities to determine potential energy efficiency and conservation projects or opportunities to install renewable energy technologies
- Prepare reports on benchmarking of facilities and assess performance of similar facilities in other municipalities
- Evaluate and analyze feasibility studies conducted by external consultants for the Region on potential energy efficiency or renewable energy projects
- Responsible for Greenhouse Gas emission monitoring, mitigation and reporting and manages the periodic GHG inventory taking for the whole region
- Monitor and calculate the GHG emission reduction equivalent resulting from the Region’s purchase and use of green energy from external sources
- Manage and guide project teams in the periodic revision and updating of the Energy and Environment Sustainability Strategy of the Region
- Develops the Region’s Energy Conservation Plan and report status and results of implementation of energy conservation activities and projects to Council, internal clients, as well as to the Ministry of Energy and other concerned government agencies
- Research and monitor trends, developments and agreements done by international organizations and governments with regards to GHG emission reduction and/or climate change mitigation activities, evaluate and decides on possible participation of the Region in such activities or agreements
- Collaborate with Asset Preservation project managers to ensure energy efficiency and conservation are considered in capital renewal and 10 year capital plan
- Manage and lead the participation of the Region to internal and external energy conservation programs such as Energy Matters Summit, Earth Hour and Power Pledge, and assess and report the success and learnings of such activities
- Establish and maintain a GHG information management system for the Region
- Develop and plan GHG Emission and Removal management strategies, and ensures accurate and timely accounting, tracking and reporting to Council and other stakeholders
What the role requires:
- University degree in Engineering or related field
- Specialized knowledge of energy and deregulated markets and current energy Ontario industry
- Minimum four (4) years experience in the power/energy/electricity industry, including the areas of risk management, purchasing, supply management, sales and/or control, billing and reporting
- Certified Measurement and Verification Professional (CMVP)
- Hands on experience with energy management, power generation or energy technologies
- Combination of education and experience may be considered
Skills/Abilities:
- Working knowledge of renewable energy systems such as wind power, solar power, hydro-electric power, biogas power, biomass power and ground source heat pumps
- Strong knowledge in international measurement and verification protocols, ISO 14064, ICLEI, WRI GHG Protocol and other recognized GHG related standards and protocols
- Effective decision-making, negotiation, planning and project management
- Demonstrated ability to prepare comprehensive reports, develop creative solutions to complex problems and present recommendations regarding energy management and procurement
- Superior business analysis and consultation skills
- Excellent leadership and people management skills
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

- CEM designation
- PMP designation
- Certified member of OACETT in good standing

In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Brampton worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
