Job Description

Minimum Qualifications of Education and Experience

*** Salary level: $96,616- $145,641.60

*** This is a hybrid/remote work position. 

Bachelor’s degree from an accredited college or university in real estate assessment, public administration, legal studies, business administration or related field and four (4) years of progressively responsible experience in a similar position as listed in the work functions.
OR
Master’s degree from an accredited college or university in real estate assessment, public administration, legal studies, business administration or related field and three (3) years of progressively responsible experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to eight (8) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Required Special Qualifications:

  • Licensed as an Accredited Minnesota Assessor (AMA) through the Minnesota Board of Assessors or Certification as a General Real Property Appraiser from the Minnesota Department of Commerce; or equivalent licensing agency.
  • Must obtain a Senior Accredited Minnesota Assessor (SAMA) license from the Minnesota Board of Assessors within one (1) year of employment.

Desirable Qualifications:

  • Designation as an IAAO Assessment Administration Specialist (AAS), Certified Assessment Evaluator (CAE), Mass Appraisal Specialist (MAS), Cadastral Mapping Specialist (CMS), Personal Property Specialist (PPS), and/or Residential Evaluation Specialist (RES); or appraisal designation (MAI, SRPA, SRA, RM) from the Appraisal Institute.
  • One (1) year of supervisor and/or project lead experience is preferred.

Nature of Work

Under general direction, manages Commercial Appraisers including creating, monitoring and reviewing work assignments, training and performance reviews; performs work of considerable difficulty in appraising income-producing properties, including complex commercial, industrial, multifamily developments and special use properties for tax assessment purposes; performs complex appeals analysis and narrative appraisals; negotiates resolutions of appeals with property owners, representatives and attorneys; responds to questions or concerns; represents Olmsted County at Local and County Boards of Appeal and Equalization and in Tax Court; provides excellent customer service; mentors, coaches and advises others related to valuation, appeals and court; acts in the absences of the Associate Director of Property Records and Licensing/County Assessor and may represent the County Assessor before the County Board and in other meetings and hearings; performs related duties as assigned. Examples of Work

  • Directs Commercial Appraisers including reviewing work for quality, productivity uniformity and completion of assignments. Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer.
  • Coordinates and conducts the appraisal of commercial, industrial, apartment, complex special purpose, public utility, or other property using mass appraisal statistical modeling techniques, direct capitalization and/or discounted cash flow analysis.
  • Manages the litigation of tax court petitions. Handles all aspects of commercial, industrial, apartment, and special purpose property tax petitions including reviewing compliance with income data disclosure, negotiating fair settlements with tax attorneys, preparing narrative appraisals, and defending values through testimony in Minnesota State Tax Court.
  • Conducts market research by gathering data including actual income and expense rates, occupancy levels, rental rates, and capitalization rates to determine potential market performance of income producing properties.
  • Leads the development and implementation of Computer Assisted Mass Appraisal (CAMA) software models, including the calibration of cost tables and the development and calibration of income, market, and land models.
  • Analyzes and interprets changes in laws, rules or regulations and takes necessary action to ensure compliance; responds quickly to new tax legislation, interprets, and develops plans for the implementation of legislative or Department of Revenue directives.
  • Manages appeal processes, responds to complex or difficult questions and concerns from taxpayers, attorneys and tax representatives regarding the assessment process, property valuation, classification, and tax calculations, and presents on behalf of the County before local and County boards of appeal and equalization; prepares cases and testifies in Tax Court.
  • Collaborates and attends meetings with the MN Department of Revenue regarding tax/valuation laws. Represents the County at meetings with other local units of government, State agencies, Metro, Regional and Statewide associations, and cooperatives, as well as other committees and meetings that pertain to property tax and valuation legislation, issues, and trainings.
  • Performs other tasks as assigned.

Knowledge, Skills and Abilities Required

  • Thorough knowledge of all principles, methodologies and techniques of property appraisal
  • Thorough knowledge of state and federal laws, regulations and procedures related to commercial property appraisal
  • Thorough knowledge of the statistical methodologies involved in the mass appraisal of commercial, industrial, apartment and special use properties, as well as, the State mandated guidelines monitoring the overall level of assessment
  • Knowledge of administrative law procedures
  • Skill in the use of computer spreadsheet software, regression analysis, and computer aided appraisal programs along with other specialized technology skills
  • Skill in providing excellent customer service, delivering quality public services and service experiences to customers; helps to develop and maintain effective and efficient customer service practices and a respectful workplace
  • Skill in organization and time management
  • Ability to effectively coach and mentor, plan, assign, review, train, organize and direct staff to create and maintain high quality service
  • Ability to recognize trends and analyze appropriate factors which influence the value of property and to exercise sound judgment in determining property values
  • Ability to implement appraisal techniques with mass appraisal modeling to establish annual market valuations of all commercial, industrial, apartment and special use properties
  • Ability to perform complex, difficult and controversial property appraisal and assessment duties in an independent, effective manner
  • Ability to establish and maintain effective working relationships with State, County, Local Government Officials and the general public
  • Ability to effectively communication verbally and in writing, including the ability to speak, present to, and interact with officials, staff and the public with composure, professionalism and discretion
  • Ability to write concise reports and correspondence, maintain records and communicate effectively with internal and external customers
