Primary Purpose:

Primarily responsible for the Community Choice Aggregation (CCA) Billing Operations department. Manages people, processes, and technology necessary to serve a large group of CCA customers. Manages CCA market messaging, CCA back-office vendor relationship, exception resolution, customer analytics, and all CCA billing activities for residential, commercial, industrial, specialized, and contract electric accounts. Evaluates, proposes, and gains alignment on policy changes with internal and external leadership as CCA billing operations continues to evolve.

For all externally contracted work, works with the Contract Manager or back office directly to lead status meetings to review progress and quality of assigned work. Assists as needed with providing SDG&E protocols, scope of work, and contract adjustments where valid and approved by SDG&E.

Duties and Responsibilities:

  • Responsible for overall accuracy and timeliness of all bills presented to CCA customers. Ensures compliance with regulatory rules and tariffs particularly those requiring compliance with the critical CCA rules.
  • Manages a team of 2-4 analysts and advisors. Works with the Contract Manager directly for any assigned externally contracted work, to lead status meetings to review progress and quality of assigned work for 10-15 contractors and the contracted Billing Supervisor.
  • Manages complex and critical relationship with Community Choice Aggregator back office team such as oversight of service level agreements (SLA) and associated metrics, day-to-day system integrations to ensure timely and accurate delivery of customer usage information, payments, enrollments, and receipt of CCA customer billing charges to be included on monthly customer bills.
  • Provides consultation and direction to internal and external customers assuring the appropriate application of the company’s CCA billing policies and related operating procedures.
  • Serves as liaison / relationship manager with other utilities to meet the demands of providing back support to CCA customers. Leads and/or serves as billing representative on various cross-functional, cross-departmental, and cross-utility projects throughout the company.
  • Develops forecasts and analytics that drive data-driven decisions to ensure an optimum staffing and support strategy for successful CCA billing operations.
  • Works with customers and escalated calls to resolve complex billing issues.
  • Acts as the Company representative before the California Public Utilities Commission (CPUC) related to back office CCA billing systems and tariffs. Acts as the Company representative before utility intervenors and consumer advocates.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • Bachelor’s Degree in business management, information systems, finance, industrial engineering, related degree and/or equivalent training and/or experience.
  • 8 years – Experience in billing, customer service, operations management, business analysis, accounting, or finance, including 3 years of experience with increasing responsibility in the areas of supervision and or a lead capacity.
  • Strong communication skills to create compelling presentations and effectively and persuasively deliver to senior management, Community Choice Aggregators, their advisors and vendors.
  • Ability to develop strong interpersonal relationships and to motivate employees to get results through others. Ability to manage employees and deal effectively with employee issues.
  • Business acumen, technical knowledge and extensive knowledge in applications and technologies with particular focus on complex billing systems.
  • Possess a high level of analytical thinking to select best options in problem resolution.
  • Demonstrated ability to provide efficient and cost-effective revenue cycle production and processing solutions that meet the company’s specific needs.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
