The IT Fiscal Manager performs professional work providing analytical, contract development, asset management, project management, statistical and budget management work for the IT Department. Supervises 5 full time employees including conducting performance evaluations and coordinating training. This role will be a member of the IT leadership team and will be expected to play an active role in management discussions.

Typical Tasks
- Performs advanced professional financial analysis and project oversight ensuring compliance with applicable policies, procedures and regulations.
- Performs ad hoc analysis and reporting.
- Provides budget development support and manages the IT budget.
- Serves as technical representative and liaison with internal and external customers.
- Performs and implements quality assurance programs and procedures.
- Manages the IT Project Management team and provides oversight for all IT projects and programs.
- Manages the lifecycle management for all IT hardware and software assets.
- Manages contract management and contract administration for the department.
Knowledge, Skills and Abilities
Thorough knowledge of department objectives, procedures, and services; thorough knowledge of principles, practices, and techniques of public or business administration; thorough knowledge of operational analysis principles; thorough knowledge of personal computers and related software, especially spreadsheet applications; thorough knowledge of research and analysis methods and techniques; thorough knowledge of public liability and insurance; ability to analyze administrative problems, to make sound recommendations for their solution and to prepare working procedures; ability to communicate ideas effectively both orally and in writing; ability to plan, organize and direct the work of others; ability to organize and plan processes; ability to establish and maintain effective working relationships with officials, other employees and the general public; ability to prepare complex records and reports; ability to work independently; ability to apply general knowledge and previous experience to the particular problem and setting of the assignment.
Minimum and Preferred Qualifications
Education and Experience
Any combination of education and experience equivalent to graduation from an accredited college or university with major work in business or public administration, or related field and considerable experience at a responsible administrative or policy review level in local government or private sector.
- Experience in interacting and communicating with Senior and executive-level management
- Experience performing data analysis for operational and senior management
- Excellent verbal and written communication skills
- Experience managing and improving service processes preferably in the ITIL framework
- Oracle finance software experience a plus.
Physical Requirements
The work in this class is generally sedentary. An employee must be able to talk and hear in order to be able to communicate with employees, consultants, contractors, and others. Visual acuity is necessary in order to read and write handwritten and typewritten materials and view a computer terminal.
Special Requirements
Requires possession of a valid driver’s license with acceptable driving record.
Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
