COMPENSATION: $65,040 annual minimum
STATUS & HOURS: Full-time, regular (approximately 2080 annual hours) position.
BENEFITS: Eligible to participate in the State Employee Group Insurance Program and a retirement program with employer contribution. Generous vacation and sick time accruals with additional paid holidays.

DESCRIPTION: This position exists to provide lead professional support to the MNHS human resources initiatives including staffing, employee and labor relations, and a variety of other HR initiatives. As an expert in labor relations, the Senior Labor Relations Specialist will lead the administration and application of the collective bargaining agreement (CBA), participate in negotiations and other communications involving the union, and assist in ensuring compliance with labor policy and law.
This position also provides professional guidance and support to other human resources staff for the effective design, delivery and maintenance of key department systems and processes.
SUMMARY OF WORK: 1) Lead the labor relations program to ensure alignment with the MNHS mission, strategic goals, objectives and the vision of its leadership; 2) Perform administrative tasks associated with staffing and labor relations; 3) Assist the staffing process for the lifecycle of the employee; 4) Investigate and resolve assigned employee relations and performance management issues; 5) Ensure compliance with laws and MNHS policies; and 6) Work collaboratively with department staff to provide support and back-up for achieving department goals and objectives and to ensure the needs of MNHS staff and external customers are met.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree.
- Four years professional experience in collective bargaining and labor relations activities.
- Experience must include participating in contract administration and negotiation, grievance processing, performance management or disciplinary activities, as well as facilitating on-going communication and working relationships with employee representative organizations and other stakeholders.
- Knowledge of principles and practices of employee and labor relations, collective bargaining and employment laws.
- Knowledge of practical application of collective bargaining and employment laws.
- Demonstrated knowledge in Human Resources theories, practices and techniques.
- Effective use of mediation, conflict resolution, and negotiation techniques
- Ability to lift 20 pounds.
- Must be willing and able to travel to MNHS sites within the state of Minnesota.
- Valid driver’s license.

DESIRED QUALIFICATIONS:
- Experience supporting staffing design, writing position descriptions, and leading onboarding.
- Experience in a non-profit organization.
- Experience working with the State of Minnesota
- Knowledge of staff development and training trends.
- Extensive knowledge of database management, word processing applications and spreadsheets.
- Experience working with a Human Resources Information System, preferably ADP’s Workforce Now.
- Ability to extract data from system records and prepare summary reports.
- Ability to analyze personnel problems and recommend action to solve problems in a manner consistent with good personnel practice and MNHS personnel policies and program priorities.
