Job Description

JPI is seeking an experienced Management Consultant to assist the U.S. Coast Guard with a large-scale government-wide human resource system implementation. The Management Consultant will be a member of a team providing project implementation, process, and training support to a federal client. The successful candidate will have 5-7 years of experience with a Master’s degree or 7-10 years of experience with a B.A./B.S degree, implementing systems, providing project management support, developing training materials, conducting user-acceptance testing and system demonstrations, and interacting with high-level federal clients. Thought leadership, critical thinking, clear written and oral communication skills are a must. Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers and client personnel.

Responsibility:

  • Support project implementation efforts for HR system implementations of high complexity by drafting and managing implementation plans.
  • Manage projects of high complexity within estimated timeframes.
  • Develop and manage project plans, delegate assignments, track and review work products, and manage team members.
  • Facilitate requirements gathering, validation of standard processes, and draft standard operating procedures.
  • Oversee training: drafts training materials (e.g., job aids, instruction manuals, etc.); conducts train-the-trainer sessions; manages and conducts user acceptance testing; develops training modules, develops training recordings.
  • Create project status briefings and reports.
  • Developing project artifacts including agendas, minutes, and correspondence.
  • Coordinate all parties to tasks to review work products for completeness, quality, and adherence to customer requirements.
  • Schedule, prepare meeting materials, and facilitate interagency meetings and workshop sessions with stakeholders.
  • Read and interpret government policy, regulations, and directives and to apply those to required activities.
  • Identify risks to project progress and develop risk mitigation strategies.
  • Participate in program management working sessions and support program managers in executing day-to-day project management activities.

Qualifications:

  • BA/BS with 7-10 years of experience; or Master’s degree with 5-7 years of experience
  • Active Public Trust Clearance
  • Proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook, video editing software.
  • Comfortable communicating with a range of stakeholders both orally and in email.
  • Experience building and maintaining a trusting relationship with the client and prioritizing demands.
  • Must be a self-starter with the ability to work effectively independently.
  • Proven ability to support and coordinate multiple projects simultaneously in a deadline driven process.
  • Ability to work remotely and onsite as needed at USCG HQ

Preferred Experience:

  • Relevant experience in direct support of the US Coast Guard, Government Agencies supporting defense, Homeland Security.
  • Understanding of developing project management methodologies (processes, best practices, tools, and templates).
  • Ability to recognize new business development opportunities.
