Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for a Policy and Rules Manager (WMS Band 2) position in Olympia, WA. This is a Washington Management Service (WMS) Band 2 position that reports to the Director of Policy and External Affairs. In this position, you will serve as one of the agency’s experts on agency liquor, tobacco, vapor and cannabis laws, policies, and rules consistent with RCW 34.05.312. You will supervise a staff of 3 rules coordinators. You will oversee and implement the framework and process for rule development; provide expert rules and policy advice to the board and management, and work with all divisions in the agency in rule drafting and development. In this role, you will also maintain procedural and process conversation with the Code Reviser’s office, the Governor’s Office of Regulatory Innovation and Assistance (ORIA), and other external stakeholders.

Duties

Some of the duties you will perform are:

  • Oversee and implement the framework and procedure for rule development.
  • Rule development planning.
  • Supervise 3 rules coordinator staff, including conducting annual employee evaluations.
  • Quality assurance of rule packages presented to the board.
  • Work with Assistant Attorneys General on risk mitigation and legal issues associated with rule development.
  • Implementation of legislation.
  • Oversee agency responses to rule petitions.
  • Conduct stakeholder outreach and public hearings on rules.
  • Present to various stakeholder groups and the legislature on rule and policy development.
  • Provide policy analysis to the Board, Agency Director, Policy Director, and Management Team as requested.
  • Analyze policies that affect the agency licensee, stakeholders, and the public.
  • Recommend actions and policy decisions on difficult and substantive rules and policy issues.
  • Plan and direct the work of the unit and review work for compliance with agency policy and standards.
  • Foster a strategic, proactive approach to rule development and revision.
  • Under the direction of the Director of Policy and External Affairs, lead the agency approach to internal and external stakeholder engagement for rules and policy issues.
  • Provide support for and develop rule interpretation structure and approach.
  • Work with agency staff to identify significant policy issues requiring further development or modification.
  • Provide support and direction regarding developing resolutions for significant policy issues.
  • Work with multiple divisions to ensure clear delivery of rule adoption and interpretation, and significant policy issues.
  • Coordinate joint rules and regulatory efforts with agency staff, other state agencies, and external stakeholders.
  • Analyze and evaluate projected impacts and consequences of policy development or change, particularly related to impact on social equity, social justice, marginalized communities, and small businesses.
  • Work with the IT Services Division, business analysts and others to create transparency in rule development process, and an archive to ensure historical tracking of rule and policy interpretation decisions.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and/or educational experience. See below for how you may qualify.

 

Option 1:

At least nine (9) years of professional experience directly related to program, policy, or rule analysis.

 

Option 2:

 

An Associate’s degree or higher in Public Policy, Government, Public Administration, or related field, AND

 

At least seven (7) years of professional experience directly related to program, policy, or rule analysis.

 

Option 3:

A Bachelor’s degree or higher in Public Policy, Government, Public Administration, or related field, AND

 

At least five (5) years of professional experience directly related to program, policy, or rule analysis.
AND

Experience/skills in the following:

  • Experience analyzing proposed rules and regulation.
  • Experience in communicating professionally and effectively in a variety of settings and to the media.
  • Strong writing skills and efficient with Microsoft Office Suite.
  • In-depth knowledge of liquor, cannabis, tobacco laws, rules, and policies.
  • Strong presentation skills to stakeholders and other groups.

Preferred/Desired Qualifications:

  • Experience in leading change through strategic thinking.
  • Strong analytic skills, including proficiency with spreadsheets and databases.
  • Experience working with regulated product manufacturing, distribution, and sales.
  • Two (2) years of supervisory experience in program, policy, or rule analysis.
