Primary Purpose

Lead development of Non-Employee Resource Strategy & Program. Responsible for implementing and driving risk mitigation measures associated with the contracting and use of non-employee resources at the Company. Develops and implements risk management strategies through the development of training and best practices. Drives compliance with current Company policies by building relationships with vendors and host managers. Works closely with other departments, including Legal and Supply Management, to provide guidance, strategic direction and situational leadership to stakeholders on issues involving non-employee resources. Selects and implements technology solutions to drive compliance, cost savings and risk mitigation.

 

Duties and Responsibilities:

  • Lead development of Non-Employee Resource Strategy & Program. Consult with host managers, contracting teams and human resources on the overall structure and risk of non-employee resource program, and oversee the development of a program to manage this body of resources. Oversee the team that interprets and provides guidance on policies related to the use of non-employees, rehire eligibility and accurate classifications of non-employee resources as staff augmentation. Serves as liaison between vendor and Company related to sensitive issues and investigations involving non-employee resources, including matters raised to the Sempra Ethics & Compliance Helpline.
  • Oversee the Development of Training for Host Managers and Contracting Teams focused on best practices and risk mitigation when contracting for and managing non-employees. Additionally, will include regulatory and legal compliance with company policies (Staff Augmentation Policy; Retiree and Rehire Policy) and other material requirements, how to manage personnel issues involving non-employees and the procedural aspects of working with the Non-Employee Tracking System (NET). Develop, maintain, and oversee the delivery of training to employees who negotiate contracts for non-employee resources, focusing on best practices in contracting for non-employee resources and issues to be aware of.
  • Strategically evaluate and manage all aspects of technology solutions. Oversee the business case and development of technology to manage risk and structure of Non-Employee Resource program, oversee and supervise team who manages the maintenance of such systems.
  • Manage and cultivate strong relationships with preferred temporary contracting agencies. Supervise liaison team and provide guidance on questions related to obtaining temporary support and help resolve personnel-type issues that may arise with non-employee resources. Act as liaison for and educate vendors on the Vendor Code of Ethics.
  • Lead Company Required Reporting. Oversee team responsible for the Company’s reporting obligations as it relates to non-employees, including compliance with SB 1162, which requires the Company to submit an annual pay data report for workers hired through a labor contractor.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications

  • Bachelor’s Degree in Business, Engineering, Legal, Human Resources, Supply Chain, related field or equivalent training and/or experience required.
  • 5+ years of relevant experience, preferably in category management, strategic sourcing, human resources, business management, project management required.
  • Demonstrated ability to drive collaborative projects with suppliers to deliver value, efficiencies and/or improvements in safety and quality.
  • Persuasive communication skills (oral and written).
  • Proficient at Microsoft Office programs (PowerPoint, Excel, Outlook, Word).
  • A demonstrated ability to attain skill development in addition to work duties.
  • Demonstrated analytical ability (using data to solve operational problems).
  • A working understanding of utility and/or energy environments, operating procedures, and economics or regulation.
  • Ability to clearly and concisely communicate, both verbally and in written form, and convey messages across audiences, including executive level, utilizing formal and informal communication modes such as presentations, written documents, and one-on-one conversations.

Preferred Qualifications

  • Master’s Degree in Business Administration, or other advanced academic training preferred.
  • 2+ years of experience leading or directly supervising employees including performance management, training and development preferred.
  • Demonstrated cross-functional team management experience.
  • Successful project management experience (including leading teams to deliver a project on time, and with a high degree of quality).
  • Ability to thoroughly understand complex internal and external market analyses and integrate results into category management strategy.
  • Project Management Professional (PMP) certification or SPHR Certification.

Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.

$107,700.00 – $161,600.00
