Primary Purpose
Responsible for negotiations with private developers and governmental agencies for the resolution of complex, proposed uses of transmission rights-of-way for Company utility facilities. Takes the lead role in protecting land rights for major projects including complex and politically sensitive transactions.
Duties and Responsibilities
- Negotiates, drafts and administers permits, consents, licenses and other contracts/agreements for third party use and protection of easement and fee-owned property assets and rights.
- Reviews easement terms and conditions and resolves preliminary disputes related to encroachment issues.
- Reviews survey sketches, construction plans, assessor sheets and maps to define the geography and boundary of properties.
- Provides direction, instruction, and work review, as necessary, to other Land Management representatives, contractors and internal clients.
- Participates in process improvement initiatives that include, but are not limited to, the Transmission Right-of-Way Encroachment Guidelines, the Policies & Procedures Manual and other documents governing the Land Management process that meet or exceed Company needs on a long term basis and with optimum economic considerations.
- Assists in contract negotiations and selection of contractors for grading, fencing, and landscaping services. Protects company land rights and access in the field as necessary.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Required Qualifications
- H.S. Diploma/GED
- 7 years – experience involving any combination of the following: management or acquisition of land rights, title examination, field surveying, field engineering, or planning/designing of utility facilities.
- Experience in physical right-of-way management techniques and methods.
- Knowledge of real estate principles, statues, rules, civil codes and local governmental regulations pertaining to the acquisition or management of rights-of-way and other land rights.
- Thorough knowledge of electric and gas distribution, transmission and substation design and construction activities.
- Strong analytical ability and good judgment based on experience is required to determine risk-based approaches to various situations.
- Proficiency in Microsoft Office suite, e.g., Word, Excel, PowerPoint
- Must reside in Southern California or be willing to relocate upon hire.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
Preferred Qualifications
- Bachelor’s Degree
- Real estate salesperson or broker’s license is highly desired.
