Primary Purpose:
Provides leadership and strategic guidance in the development, implementation and governance of all financial aspects for the integrated asset management system, including the framework and process for prioritization and optimization of approximately $1 billion in annual California Public Utilities Commission (CPUC) and Federal Energy Regulator Commission (FERC) capital expenditures. Responsible to ensure capital prioritization policies, practices and system tools align with overall company strategy and regulatory objectives. Work directly with Asset Management, Risk Management and leadership from all company operating units (electric, gas and support) to develop and implement risk-informed strategies to evaluate, prioritize, and measure performance of company’s capital investment portfolio. Lead the efforts to establish and implement robust accounting and financial solutions to comply with CPUC’s requirements for Risk Assessment Mitigation Phase (RAMP) and Accountability Reporting.
Duties and Responsibilities:
- Directs and leads the development, implementation and execution of investment prioritization framework and tools in alignment with the company’s strategic and financial objectives, and in compliance with CPUC and FERC regulatory objectives. Establishes, communicates and maintains asset investment prioritization, governance, structure, and policies.
- Directs and leads the development, deployment and reporting of the company’s risk accountability framework in compliance with regulatory guidelines and overall asset management objectives
- Leads, manages and influences cross-functionally with key asset management, risk and operational stakeholders, including engineering, electric operations, gas operations and support services to deploy investment prioritization/optimization and risk-accountability solutions at both operational and enterprise levels.
- Develops and provides presentations, reports and communication updates on goals and objectives to leadership and key stakeholders, including executives, directors, and managers. Manages relationships with other utilities, regulators and external vendors and consultants. Serves as company expert witness in regulatory proceedings regarding investment prioritization process.
- Provides leadership and management of staff for design and implementation of investment prioritization tools, accounting solutions, data metrics, workflow planning, contractor/consultant resources, employee guidance, goal setting, performance and development, training, and succession planning.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
- Bachelor’s Degree Business Administration, Finance, Accounting, Economics or related field.
- 10+ years – Experience related to utility operations, accounting, finance, economics or project management.
- 2+ years – Experience in a supervisory role.
- 7+ years – Experience in managing financial and/or budgetary aspects of major assets, projects or program.
- Demonstrated knowledge of utility budgeting process, and advanced financial and/or accounting principles impacting utility assets and capital investments.
- Must possess excellent written and verbal communication and presentation skills.
- Must possess the ability to effectively interact at all levels of the corporation, as well as external stakeholders, vendors and consultants.
- Must possess strong leadership, teambuilding, change management, negotiating and influencing skills.
- Strong problem solving and decision making skills required to facilitate timely and effective decisions.
- Proficiency in business practices and project management applications, normally required through practical experience and company training.
- Requires a solid understanding of current business issues, regulatory requirements, and company policies and standards.
- Must reside in Southern California or be willing to relocate upon hire.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
Preferred Qualifications:
- Master’s Degree Business Administration, Finance, Accounting, Economics or related field.
- CPA or other professional financial/accounting certification.
