The Office of the Assistant Secretary of Operations is seeking to hire a dynamic, organized, detail-oriented position in the Policy Interpretation and Analysis Unit, Agency Procurement Office, to serve as Procurement Policy and Analysis Manager. This position performs duties relative to the Department’s year-end fiscal administrative reporting requirements in compliance with Business Enterprise for Minorities, Women, and Persons with Disabilities Act 30 ILCS 575 and the Governmental Joint Purchasing Act 30 ILCS 525, in reviewing requests for extension and waiver to these requirements. This position monitors the Department’s reporting requirements and develops recommendations for the implementation of operating procedures, implementation of new and revised methods, improvement processing time, etc. as the result of management studies.
Job Responsibilities
Serves as the Procurement Policy and Analysis Manager for the Department of Human Services.
Directs staff in the preparation of management reports including system development, audit response, preparation, and resolution.
Monitors the Department’s reporting requirements.
Serves as working supervisor.
Develops recommendations for implementation of operating procedures, implementation of new and revised methods, improving processing time, etc. as the result of management studies.
Maintains and updates a tracking system.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Specialized Skills
Of the three (3) years of required experience, requires three (3) years of procurement experience including writing and revising IFBs, RFPs, emergency, small purchase, and sole source procurements.
Preferred Qualifications
Two (2) years of professional procurement experience including writing and revising IFBs, RFPs, emergency, small purchase, and sole source procurements, while meeting deadlines with strong attention to detail and using critical thinking skills while multi-tasking multiple projects.
Two (2) years of professional experience with procurement and contract development rules and procedures.
One (1) year of professional experience working with the BidBuy system and Procurement Business Case (PBC) electronic forms.
One (1) year of professional experience working with the Business Enterprise for Minorities, Women, and Persons with Disabilities Act 30 ILCS 575 or the Governmental Joint Purchasing Act 30 ILCS 525.
One (1) year of professional experience working with the Business Enterprise for Minorities, Women, and Persons with Disabilities Act 30 ILCS 575 or the Governmental Joint Purchasing Act 30 ILCS 525 in solicitations and reviewing bids and proposals for meeting the BEP requirements.
Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off, and preparing and signing performance evaluations.
