Regional Transportation Planner

As a Regional Transportation Planner at GPCOG, you’ll be part of reshaping our region’s transportation network as we collectively implement visionary transportation plans and take advantage of new and exciting opportunities.

The Regional Transportation Planner communicates with transit providers, municipalities, the Maine Department of Transportation, organizational partners, and the public to ensure that our transportation programs are transparent, inclusive, and impactful. The Regional Transportation Planner will be involved in the processes that prioritize and select multimodal transportation projects for federal funding and has the exciting opportunity to stay engaged with those projects through implementation.

The Regional Transportation Planner’s work will focus on those public transit initiatives administered by PACTS, the region’s Metropolitan Planning Organization (MPO), ensuring that plans and projects are grounded in regional goals and objectives and compliant with federal and state regulations.

What you’ll do:

  • Assist with the annual allocation of regional transit funding.
  • Coordinate with transit providers, MaineDOT, and member municipalities throughout project development (design, engineering, and construction).
  • Work with team members on annual processes to identify, evaluate, and recommend projects for federal funding.
  • Assist with the implementation of regional plans and projects (e.g. Transit Together, Transit Tomorrow, Connect 2045, Complete Streets).
  • Research best practices and emerging trends, technologies; identify potential funding opportunities; make related recommendations for implementation.
  • Assist with the development of the two-year Unified Planning Work Program (UPWP).
  • Ensure compliance with GPCOG’s Civil Rights and Title VI efforts, ensuring compliance with federal/state regulations and alignment with the four-year TIP.
  • Manage consultants on transportation programs and projects, as needed.
  • Participates in the MPO’s Committee and Board meetings, including preparation and presentation of staff reports and other necessary correspondence.
  • Prepare maps, charts, and data visualizations; present findings and recommendations to a variety of audiences.
  • Participate in various interagency, local, regional, and state meetings and activities.
  • Support the overall operation and administration of GPCOG’s transportation work with consideration for regional goals and priorities.
  • Performs other duties of a similar nature and level as assigned.

 What you bring:

  • Advanced degree in urban or regional planning, transportation planning, public transit, transportation engineering, public policy, program/project administration, or another field that would support the candidate’s ability to carry out the above responsibilities.
  • At least four (4) years of relevant professional experience.
  • Ability to understand challenges, think strategically, and identify/implement solutions.
  • Excellent written and oral presentation skills and the ability to effectively communicate to a variety of audiences, including the MPO board, elected officials, technical staff, and the public.
  • Strong organizational, program/project management, and analytical skills (both qualitative and quantitative).
  • Proficiency in working with spreadsheets and databases.
  • Attention to detail and in applying quality-assurance procedures to all products and activities.
  • A professional commitment to working towards the MPO’s goals for the region, including providing equitable access; supporting great places; improving safety; expanding transportation choices; protecting the environment; and optimizing infrastructure.
  • Any equivalent combination of education and experience that demonstrates possession of the required knowledge, skills, and abilities.

  • The Regional Transportation Planner position is a professional position responsible for performing a variety of project management and planning tasks supporting transit providers, municipalities, the Maine Department of Transportation, organizational partners, and the public to ensure that our transportation programs are transparent, inclusive, and impactful.
  • GPCOG operates its office in hybrid mode, allowing staff to work remotely or in-person as able. Driving, occasional travel, and extended hours may be required.
  • GPCOG offers competitive benefits, a fun, flexible, and creative work environment, and an annual salary in the mid-$50s to around $70k for the right candidate.
