Position Purpose
Responsible for the effective supervision of personnel and equipment used for the installation and servicing of customer appliances and other gas utilization equipment; the fabrication and installation of meter fits and customer metering; the inspection and repair of company piping systems; and the oversight of emergency first responders including the restoration of gas facilities during system emergencies. Also responsible for the design and completion of projects in accordance with company standards, state and federal codes, while ensuring the reliable, efficient and safe delivery of gas distribution service to customers. Responsible for the planning and scheduling of such projects to ensure timely completion and within acceptable budgetary tolerances. Professionally interact with customers, regulatory authorities, and employees to ensure the company satisfactorily meets their needs.
Principal Accountabilities
30% Personnel Supervision: Organizes and supervises the work of field personnel to ensure safe, efficient and effective performance. Develops and maintains scope, schedules and budgets for personnel, materials, and other resources as required to ensure the timely completion of operation, maintenance and inspection projects. Ensures these activities comply with all federal, state, and local regulations, and company standards.
• Accountable for crew performance including quality and quantity of work.
• Schedule and oversee the daily activities of employees.
• Directs emergency response to interruptions of gas service and emergency gas leak repair.
• Effectively supervise union personnel while adhering to collective bargaining agreements.
• Ensure employees comply with company safety practices and procedures.
• Ensure employees comply with company policies and procedures.
• Ensures the timely and accurate completion of all necessary records, timesheets, paperwork, and documentation needed for accounting, regulatory, asset management, and related purposes.
20% Project Planning and Coordination (Maintenance and Inspection): Responsible for the coordination and supervision of gas system maintenance and inspection activities to ensure public safety and compliance with Federal Regulations 49 CFR 192, State Regulations NH PUC 500, MA CMR 220, ME 420 and Unitil’s Operation and Maintenance Procedures. These responsibilities include:
• Meter Fit Repairs (Emergency and Scheduled)
• Atmospheric Corrosion inspections.
• Leak Survey (Jurisdictional Piping)
• System Patrols
20% Service and Customer Metering: Responsible for overall coordination and supervision of the installation of customer metering and service related functions in compliance with 49 CFR 192; State Regulations MA CMR 220, NH PUC 800, ME 895 and Unitil Operation and Maintenance Procedures. These responsibilities include:
• Conversion Burner & Heating System Maintenance fee for service
• Leak Investigations & Odor Complaints
• Commercial and Residential Meter fits
• Implementation and co-ordination of the meter replacement program
• Regulatory reporting
15% Operational Performance: Ensures that all functional areas of responsibility are maintained, constructed, and operated in a cost effective and reliable manner. Monitor and track expenditures relating to the construction, operation and maintenance of the gas distribution system.
• Prepares, maintains, and analyzes statistics and schedules to measure departmental performance.
• Identifies and improves upon work practices and processes to maximize efficiencies and effectiveness of the department and other cross boundary functional areas.
• Responsible for the effective and efficient response to gas related emergencies. Ensures public safety while minimizing frequency and duration of interruptions in the delivery of gas to our customers.
• Monitor and track capital budgeted projects and associated expenditures.
• Monitor and track operations and maintenance expenditures relating to areas of responsibility
15% Regulatory Compliance: Accountable for the regulatory compliance for all activities that fall within functional responsibility, as prescribed by the 49 CFR 192, MA CMR 220, Maine PUC 420, N.H. PUC 800, Unitil O&M Manual. These duties include the following:
• System maintenance and survey activities
• System Inspections
• Employee Training
• Employee Qualification (OQ)
• Contractor Qualification (OQ)
• Documentation and QA/QC audits of departmental activities
• Record keeping and documentation
• Performance metrics
• Regulatory Reporting
As Needed Capitalizes on unplanned opportunities and responds to unforeseen situations; undertakes and completes assignments and special projects as assigned by management. Collaborates with other supervisors within the Operations group and provides assistance and auxiliary support in their absence
Qualifications
• Associates Degree in Engineering, Business or equivalent work experience.
• 7 years of progressively responsible experience, including proven supervisory experience.
• Must accept supervisory standby on rotation basis.
• Must reside within a specified geographic area and be available for duties during times of system emergencies.
• Must posses Operator Qualification (O.Q.) certification based upon the requirements set forth in D.O.T. 49 CFR 192, Subpart N
• Licensed Plumber or Gas Fitter (Journeyman or Master License)
