Full-Time Regional Trust Director
Job Description
Selects and oversees Fiduciary Trust Officers (FTO) within a designated region and regions. Supervises and provides guidance and broad administrative and programmatic goals. Develops performance standards and offers advice, counsel or instructions on complex work and administrative matters. Ensures consistency of fiduciary baseline practices.
Periodically performs reviews of trust service operations (within designated areas) to ensure that activities are being performed in accordance with regulations and established trust policies and procedures.
Provides technical assistance and guidance to designated FTO on activities directly relating to or affecting assets held in trust, beneficiary trust functions and other miscellaneous trust matters.
Monitors how assets are being managed and the level and quality of trust services proved to beneficial owners to ensure that assets are being appropriately protected and preserved and funds properly deposited and distributed.
Serves as consultant and expert to the Deputy Bureau Director, Trust Operations – Field and BTFA executive level management on trust asset and funds services and operations.
Recommends new and innovative ideas, approaches and solutions to complex problems and unique issues that affect the Department’s ability to properly fulfill its fiduciary trust obligations to beneficial owners.
Reviews and comments on proposed Federal laws and regulations and Executive Orders that an impact on Indian trust management and provides recommendations for change, as applicable.
Reviews, analyzes and recommendations regulatory, policy or operational changes to complex Indian trust fund problems and issues.
Identifies and is responsible for establishing and maintaining effective working relationships with other departmental organizations that provide trust services to Indian tribes and individual Indians.
Works with counterparts to resolve disputes or impasses experienced at the local level.
Represents the Deputy Bureau Director, Trust Operations – Field in meetings and conferences with Department, AS-IA, BIA and other federal agency representatives; tribal leaders; individual Indians; agents of state, county and municipal governments and members of Congress and congressional committees.
Supports and promotes the Department’s self-determination/governance goals and tribal control over tribal trust lands and resources. Coordinates, as applicable, tribal contracting and compacting efforts, resource requirements and required and evaluations with appropriate Departmental and bureau offices.
