Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction, manages the delivery of capital renewal projects through all phases of design and construction. Renewal projects serve operational transit facilities and other infrastructure assets. The role serves on a team of project managers and is responsible for developing and implementing assigned concurrent construction projects to meet customer objectives. The project manager is the single point of accountability for solutions and delivery of assigned work.

ESSENTIAL FUNCTIONS:

• Manages the delivery of multiple asset renewal, major maintenance, and facility renovation construction projects through all phases of the project lifecycle at operational facilities.

• Develops project scope of work, cost estimates, and schedules to meet customer requirements.

• Ensures project scopes adhere to all applicable codes, design practices, and operational requirements.

• Manages procurement of services including consultants and contractors.

• Responds to contractors requests for information (RFI) and bid requests.

• Conducts project feasibility discussions, analyzes alternatives and develops project management plans.

• Evaluates and determines project resource needs.

• Tracks, reports and communicates project status, schedule and budget throughout project lifecycle.

• Controls project capital and operational expenses consistent with budget forecast and contractual requirements.

• Plans and implements project(s) to minimize operational impact.

• Analyzes design and construction risk factors and develops methods to mitigate risks. Ensures contract and quality compliance to technical plans, delivered scope of work and specifications.

• Reviews and approves pay applications, change orders, and provisional sum allocations for accuracy.

• Delivers project consistent with industry and organization best practices.

• Maintains all project records.

• Oversees and coordinates site construction activities.

• Negotiates and mediates competing project goals and expectations with internal and external stakeholders including local jurisdictions.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in construction management, engineering, architecture, business administration, project management or closely related field and four years of experience managing construction and major maintenance projects involving procurement/contracts management, design work and construction administration, and/or project budget management preferably in an operational transit/transportation related environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver’s license.

Physical Demands / Work Environment:  

• Work is performed indoors and outdoors throughout the service area of King, Pierce and Snohomish Counties.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field.

• Work near/adjacent to active rail and bus lines.

• Possibility to be on-call on a rotating basis, work off hours during special projects and support recovery efforts during severe weather events.
