Full-Time Director Human Capital Management

Job Description

Serves as a key advisor and consultant to the DA-SM and Directors of Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE) on the full spectrum of strategic workforce management issues, initiatives, programs and policies. Develops policy for workforce management for the Indian Affairs organization.

Develops a comprehensive Strategic Human Capital Management Plan that integrates concepts, processes, and functional requirements across Indian Affairs in order to affect an enhanced, consistent, user friendly, and cost effective human resources program. Advocates a culture of service to attract, cultivate and develop a high performing workforce.

Provides direction for the development of strategic workforce plans to include succession planning, recruitment and retention, training and development, and the effective utilization of Federal employees, interns, cooperators, contractors, and volunteers.

Ensures that individual workforce plans and policies align effectively with Indian Affairs and Department of the Interior missions, goals, and outcomes.

Leads the development of innovative, proactive programs that facilitate workforce diversity and equal employment opportunity in hiring practices, career progression, training opportunities and fair treatment of all BIA and BIE employees and associates. Ensures that workforce development programs result in a diverse, skilled, educated workforce able to implement Indian Affairs policies and meet the needs of the tribes and the public. In addition, incumbent manages labor union relationships.

Provides positive direction and leadership in the identification and implementation of operating efficiencies throughout the BIA and BIE. Encourages partnership activities that explore new ideas and allow employee involvement in decisions that impact the workplace as well as programs that serve the public. Establishes integrated enterprise policies that ensure procedural and operational “best practices” are shared across the Bureaus.

Provides oversight to all Indian Affairs human resources functions and line authority to Central Office Human Resource Centers and staff. These functions include policy guidance and advisory services, compensation and benefits, recruitment, staffing, performance management, employee and labor relations, and conflict resolution.

Serves as a principal participant with other managers to formulate, develop and refine Indian Affairs’ policies so that they support a corporate approach to managing the organization’s human capital. Recommends policies, regulations, and procedures that will have an effect on Indian Affairs’ human resources program, which in turn, will have a direct impact on the overall efficiency and effectiveness of Indian Affairs’ operations.

Provides vision, leadership and direction to the full range of HRM policies, programs and operations, and initiatives for improvement.
