Job Description

Job Summary

Program Manager I positions manage and coordinate programs of limited impact to major

programs and/or department divisions/sections or units involving one or more of the following:

Operations analysis, budgeting, management and organization, work flow and staffing, systems

development, program planning and evaluation, policy and procedure development, departmental

administration or personnel operations.

 

Qualifications

 

Requires a Bachelor’s degree in public health, environmental health, or a closely related field; Master’s degree is preferred. At least four years of related experience including direct supervision of staff, or a combination of education, experience and training that demonstrates the ability to perform the work.  Additional areas of Environmental Health knowledge are desirable as well as experience related to emergency preparedness and other more general public health programs.

 

The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.

 

Strong management experience with demonstrated success in program development and leading organizational change will be valued over educational experience alone.

 

The ideal candidate will have the following strengths:

 

  • Strong supervision, leadership, and management skills.
  • Strong interpersonal skills including effective communication with staff, supervisors, and the public.
  • Experience in organizational and program development, process analysis, and team building.
  • Established background in using science and data to make decisions and implement public health services.
  • Public speaking and presentation skills.
  • Experience collaborating with community partners.
  • Understanding and knowledge of cultural differences and similarities when working with diverse populations.

 

Knowledge of:  principles and practices of program operations and project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, monitoring and forecasting; principles and practices of quality assurance and quality improvement; qualitative and quantitative data for use in strategic planning and decision-making; key components of cultural competency; awareness of differences, attitude to examine beliefs and values, knowledge of differences and skills to effectively and appropriately work across cultures; core competencies for Public Health Professionals and uses them to identify professional growth opportunities.

Salary Grade: M2.823 ($6,192.00 – $8,746.00) per month
