The Role
The Chief Program Officer, a senior leader within JVS, oversees all programs and program operations. The CPO is a motivating and inspiring leader who oversees the implementation and execution of strategies and plans to deliver high impact outcomes and a positive experience for JVS clients. The CPO plays a central role in ensuring that JVS programs are successfully achieving our racial equity and economic mobility goals. Balancing compassion with a data-centered approach, the CPO leads and motivates employees to encourage maximum performance toward comprehensive goals and continuous program improvement for the JVS mission and strategy.
In addition to being an essential strategic partner on the Executive Team and a team leader to the 50 staff members that serve on the Programs team, the CPO will engage regularly with JVS partners from the community, government and education in order to create and grow the partnerships that are critical to our high impact services. JVS is targeting 100x impact by 2032 through direct service, systems change and policy, and the CPO will be a critical agent of transformation in support of a new program delivery structure. The position will report directly to the Chief Executive Officer and is a valued member of the Executive Team.
Scope
- Provide leadership and guidance to JVS program leaders and serve as a strategic thought partner to ensure consistent quality and standardization of practice across all programs
- Work closely with the VP and directors on the implementation, execution, and achievement of outcomes across all programs; use quantitative and qualitative data to elevate and address program performance
- Support the VP and Directors in strategic cultivation of community and employer relationships
- Act as the leader for agency adoption, standardization, and implementation of changes to program delivery and new strategic initiatives
- Engage with community partners, government agencies, and other external stakeholders to represent JVS and build JVS’s presence in the workforce ecosystem
- Participate as a key member of the Executive Management Team to support JVS strategy and program planning
- Collaborate with: Chief Executive Officer, Chief Operations Officer, Chief Strategy Officer, Chief Development Officer, Board, staff, employer and community partners, and funders
- Supervise program leaders, including a VP and 2 directors

- An aptitude and appreciation for new systems and processes

Preferred Competencies
- Skilled in recognizing needs and marshaling resources and staff necessary to make an opportunity a reality
- Willing to embrace change and the skill to lead a team through change management processes
- Skilled in both strategic planning and action orientation
Qualifications
- Minimum 7 years progressive management experience as a senior leader of a high performance organization
- Demonstrated success in coaching managers to identify and implement solutions to complex problems
- Demonstrated success in driving to outcomes and leading teams to achieve ambitious goals
- Demonstrated commitment and experience as a mentor, role model and coach to managers
- Demonstrated success in complex revenue environments, managing multiple contract and grant requirements, and substantial previous experience managing government contracts
- Experience in program evaluation and analysis
- Relevant experience related to workforce development
Preferred Qualifications
- Experience with strategy, budget and program evaluation

- Annual Salary: $155,000 – $185,000
