Salary: We offer excellent benefits, with the anticipated starting salary for this position ranging $79,635 – $91,012, depending on qualifications.

The Utility Operations Manager leads a team of approximately sixty full time staff. Supporting the Manager and coordinating the day to day activities of the team are three managers. The Utility Operations Manager reports to the Assistant Director of Public Works / Utilities General Manager.

The Utility Operations Manager is responsible for overseeing the day to day operations of the Water and Wastewater Utilities. The specific divisions included in the Utility Operations Division of the Department of Public Works include: Water Filtration, Water Distribution, and Wastewater Treatment. Utility Accounting is a part of the Finance Department, but works closely with the Department of Public Works.

Required minimum qualifications:

  • Bachelor’s Degree from an accredited school in engineering or environmental sciences related to water or wastewater.
  • A minimum of ten (10) years of utility experience, with a minimum of five (5) years of supervisory experience required.
  • Wisconsin Waterworks Operator Grade 1: D, and S Certification and Wisconsin Wastewater Operator Advanced: A1, B, C, D, L, N, P, and SS certification. Equivalent certifications will be considered with the ability to obtain these Wisconsin certifications within one year of hire.
  • Possess and maintain a valid driver’s license.

The ideal candidate will possess a solid foundation of knowledge in water treatment, water distribution, and wastewater treatment, with a passion for serving the public and a vision for streamlining workflow and collaborating with other divisions and departments. Experience in planning and managing capital improvement program projects, from moderate to complex, will be an advantage. The ideal candidate will also be an effective communicator and listener with the ability to communicate openly and honestly, be accountable and responsible, promote teamwork, encourage creativity and innovation, and be a strategic thinker and planner.
