The City of Sacramento, California, is seeking a Director of Youth, Parks, & Community Enrichment (YPCE Director) to oversee the activities and operations of the Youth, Parks, & Community Enrichment Department. Such activities include public services involving youth services and programs, park operations/management, recreational programs/activities, educational programs, neighborhood services, and special events. This position reports to the Assistant City Manager and is responsible for a budget of $57.8 million, six operating divisions, and approximately 700 full-time staff. The YCPE Director will support the Department’s mission of empowering youth, strengthening neighborhoods, and providing life-enriching programs for a beautiful livable community. They will ensure the Department provides excellent customer service to the community and continues to support equitable recreation opportunities. THE JOB
The YPCE Director oversees the Department of Youth, Parks, & Community Enrichment, including 700 full-time staff, an additional 300 seasonal employees, and a budget of $57.8 million. They report to the Assistant City Manager and ensure the activities of the Department are operating in accordance with the City’s mission to empower youth, strengthen neighborhoods, and provide life-enriching programs for a beautiful livable community. The YPCE Director will effectively lead public services, park operations/management, recreational programs/activities, human services, educational programs, neighborhood services, and special events. They will ensure the Department is in compliance with applicable federal, state, and local laws, ordinances, and codes. They will work closely with external partners (public officials, state/federal/local agencies, other public/private organizations, and the public) to meet the needs of the community and serve as a project manager to achieve the City’s vision and goals. They will ensure quality control and effective processes while developing strategies to secure additional funding and support for the Department.
THE IDEAL CANDIDATE
The ideal candidate has a strong understanding of modern public administration practices, planning, organizing, staffing, and leading. They will be fiscally savvy with a human resources and public relations mindset. The successful candidate will navigate political situations with poise and serve as a respectable representative of the City. They will be an excellent communicator, meeting with community members on a regular basis. The next YPCE Director should be passionate about serving the community and youth. They will be customer-service focused and an excellent collaborator. Handling adversity is integral to this position, as is being responsive to incoming inquiries from multiple stakeholders. The ideal candidate will have strategies to retain talent and continue to foster a culture of compassion and positivity.
EMPLOYMENT STANDARDS
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Eight years of broad and extensive supervisory administrative experience in youth development and programs, municipal parks and recreation work, including at least two years in a management position at a level equal to or greater than the Sacramento City class of Recreation Manager.
- Graduation from an accredited college or university with a bachelor’s degree in parks, youth development, or recreation management, one of the natural or physical sciences, public administration, or a related field. (A Master’s degree in one of these educational fields may substitute for one year of the required supervisory — not management — experience.)
- Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
Desired:
- Administrative/management experience gained in a large (population 250,000 or more) metropolitan jurisdiction.
